current affairs The global aluminium market Il mercato globale dell’alluminio Mario Conserva, [email protected] The global aluminium market in all its sectors has felt the effects of this global crisis, which began in mid 2008 and with side effects that registered a decline in the entire productive chain. Since 2007 the demand and the production of primary aluminium advanced with a strong and rather continuous growth within a context of problem free economic growth. After years of uninterrupted growth, the global demand for primary aluminium experienced its first negative signs in 2008 with less 2% per year; the crisis let its effects be felt and the annual development rate and the overall quantities produced (39.5 million t) are clearly lower than the expectations at the beginning of 2008 (more than 42 Mt). North America has been placed in a negative growth area since 2007, and should have a more decisive restart with respect to other areas in 2010 (Fig. 1). China never went into a negative growth territory as it only reduced the development since 2007. The evolution of the crisis has confirmed changes in the barycentre of aluminium production and demand, a process which has been under way for at least 10 years and determined by the differences in energy costs, relative maturity of the markets in Europe and North America and by the interesting growth potential of light metal in Anche il mercato mondiale dell’alluminio ha risentito pesantemente degli effetti della crisi globale scoppiata a metà 2008 e ha registrato flessioni significative nell’intera catena produttiva; sino al 2007 a livello mondiale l'alluminio procedeva con una forte e quasi continua crescita della domanda e parallelamente della produzione di primario, in un contesto di crescita dell’economia senza problemi. La domanda globale di metallo primario ha avuto, dopo anni di crescita ininterrotta, un primo segno negativo nel 2008 con meno 2% anno su anno; la crisi fa sentire i suoi effetti ed il tasso 5 2009 di sviluppo annuo ed i quantitativi complessivi di produzione (39,5 milioni t) sono nettamente inferiori alle aspettative di inizio anno (che erano di oltre 42 Mt). Al rallentamento del 2008 fa seguito un consistente regresso nell’anno in corso, per un possibile ritorno nel 2010 agli andamenti del 2007, con una previsione di consumo globale attorno a 36 milioni di t, con dinamiche di produzione e consumo ben diverse nelle diverse aree mondiali: il Nord America era in crescita negativa sin dal 2007 e dovrebbe avere una ripartenza più decisa delle altre zone nel 2010 (Fig. 1); la Cina non è mai entrata in crescita negativa, ma ha ridotto lo sviluppo, che era a due cifre sino al 2007. Il procedere della crisi ha confermato il mutato baricentro di produzione e domanda di alluminio, un processo in corso per lo meno da un decennio e determinato dalle differenze nei costi energetici, dalla relativa maturità dei mercati di Europa e Nord Ame- alluminio e leghe 29 developing countries. These factors together have brought about the gradual closure of smelters in Europe and in the US, the multiplication of productive units in China and initiatives for the building of new large plants, or the expansion of existing ones, in the Gulf region. In terms of consumption, while the Old Continents are characterised by a consistent use of aluminium pro capita, the developing countries are moving towards also showing a double figured growth rate. In Europe primary production developed at a flat growth rate (+0.4%/year) reaching almost 3.05 million tons in 2008 against a demand of almost 8 million tons. In 2009 production dropped by 28%, but should pick up in 2010 with a yearly progress of 5% (Fig. 2). Europe is the best field to analyse the market situation of the downstream segment of aluminium transformers, which supply all the manufacturing industries from transport to construction, from mechanical engineering to furnishings, from electro-technical to packaging and which represents the most consistent part of the chain in terms of turnover and number of employees. Together, this downstream uses 12 million t of aluminium per year, employes more than 80% of the people in the European aluminium industry and operates more than 2,300 plants in Europe. In the most part, they are world leaders in their technologies and the European equipment sup- 30 pliers feed off their leadership. We shall concentrate on the extrusion sector, best representing an European reality made up of small and medium size companies supplying the downstream of final applications of metal with flexibility and efficiency. The trend in production and consumption showed a first sign of economic stagnation back in 2007. The overall data for 2009 takes us back almost 10 years, but as of the second part of the year a slight progress appears and this phase of growth should continue in 2010 (Fig. 3). The analysts predict there will be a global reduction of extrusions by 30% this year, with negative effects in the first semester but a tendency of improvement in this second part of the year. I will highlight a few significant points to evaluate the tendencies of the extrusion segment: - the whole sector is characterized by an evident production overcapacity; the number of machines increased, especially in South Europe, and a theoretical capacity of 4.3 million tons was reached in 2009 when only in 1999 we were at 3.5 million tons; - the growing tendence of the big integrated producers to leave the business, in favour of non integrated, small-medium size companies; in 1998 more than one third of the extrusion capacity ALUMINIUM AND ITS ALLOYS 5 2009 rica, dalle interessanti prospettive di crescita nei Paesi in via di sviluppo. L’insieme di questi fattori ha comportato la graduale chiusura di smelter in Europa ed in Usa, il moltiplicarsi di unità produttive in Cina, numerose iniziative per nuovi grandi impianti, o di potenziamento di quelli esistenti, nell’area del Golfo; sotto l’aspetto dei consumi, mentre i vecchi continenti vanno verso il massimo obiettivo del consolidamento, i PVS prima della crisi mostravano tassi di crescita a due cifre. In Europa la produzione di primario si è sviluppata con una crescita quasi piatta (+0,4% anno), raggiungendo nel 2008 circa 3,05 milioni di t, a fronte di una domanda di quasi 8 milioni. Nel 2009 la produzione è calata del 28%, ma dovrebbe ripartire nel 2010 con un incremento annuo del 5% (Fig. 2). L’Europa è il miglior campo di analisi per valutare l’andamento del mercato dei semilavorati plastici, estrusi e laminati, che insieme ai getti di fonderia alimentano le industrie downstream, trasporti, costruzioni, meccanica, arredamento, elettrotecnica ed imballaggio, e che rappresenta la parte più consistente della catena come fatturato ed addetti. L’insieme di queste aziende della catena a valle utilizzano più di 12 milioni di t di alluminio all’anno, operano con oltre 2.300 impianti in tutta Europa ed impiegano oltre l’80% di addetti dell’intero comparto. Concentriamo l’attenzione sull’estrusione, che meglio rappresenta la realtà produttiva ed imprenditoriale tipica del downstream dell’alluminio specie nei Paesi mediterranei, fatta di medie e piccole aziende di trasformazione che alimenta con flessibilità ed efficacia l’industria delle applicazioni finali del metallo. L’andamento della produzione e dei consumi indica un primo segnale di stasi già nel 2007; il dato 2009 ci riporta indietro più o meno di dieci anni, però già la seconda parte dell’anno appare in lieve progresso e questa fase dovrebbe continuare nel 2010 (Fig. 3). Tra i diversi fattori che caratterizzano il comparto ne vanno sottolineati alcuni significativi per valutare le tendenze di settore: - la sovracapacità produttiva di semilavorati: il numero delle presse da estrusione è aumentato, specie nel sud dell'Europa, e si è raggiunta una capacità produttiva teorica di 4,3 milioni di t nel 2009, quando solo nel 1999 eravamo a 3,5 t; - la tendenza da parte delle grandi compagnie integrate a disimpegnarsi da questa attività in Europa, a vantaggio delle piccole e medie aziende di trasformazione. Il cambiamento strutturale è stato molto evidente negli ultimi dieci anni ed oggi le grandi multinazionali integrate rappresentano in Europa circa il 20% delle attività di estrusione (Fig. 4); - la crescente perdita di competitività da parte del sistema UE dell’estrusione, evidenziata dal peggioramento del rapporto tra produzione, bilancio importexport e consumo interno di profilati. Dalla metà degli anni 2000 la produzione cala e l’import cresce, il tasso di crescita della produzione di estrusi negli anni recenti ha tendenza a superare i valori relativi al primario, e questo fatto è ancora più evidente quando si osserva l’andamento della domanda di estrusi; si registra la perdita progressiva di competitività degli estrusori UE attraverso l’aumento di import di semilavorati extra UE nonostante un dazio di ingresso che arriva sino al 7,5%. In conclusione: i fondamentali dell’alluminio vengono valutati dagli analisti con moderato ottimismo nel medio termine; gli effetti della crisi sono stati pesanti, ma il faticoso equilibrio tra offerta e domanda mondiale di primario raggiunto attraverso tagli produttivi di circa il 16% del totale ha consentito al sistema di evitare il collasso e di avviarsi verso un current affairs was integrated in organisations having own primary production operations; today more than 80% of total capacity is operated by non integrated extrusion companies (Fig. 4); - the loss of competitiveness by the EU system and which is made evident by the worsening relations between production, the import-export balance and internal consumption; in parallel with the worrying drop in the internal production and consumption there is a similar drop in the export, against a contrasting increase of imports from countries outside the EU; we can see from the middle of the years 2000 the progressive loss of competitiveness through the data that the extruders outside the EU had the possibility to increase their presence in our market notwithstanding the import duty of 7.5%. Such a trend puts at serious risk the development of the group of well known and appreciated European companies which operate on an international level in the field of equipment and tools for extrusion, diecasting, foundry, surface treatment and various machining of aluminium. Coming to the conclusions, we can say that the fundamentals of aluminium are evaluated by analysts with moderate optimism in the average term. The effects of the crisis are still strong, but the difficult equilibrium between global supply and demand of primary metal has allowed the system to avoid a collapse and to set out towards a new cycle that should restart in the course of 2010 from a situation not much different from that of 2007. The question of energy is fundamental for the production of primary aluminium and is a cause of the closure of plants in the US and Europe and the installation of new productive capacities in places where energy is provided at competitive conditions. In any case, primary production costs are not predicted to decrease mainly due to energy costs and possi- ble tensions concerning alumina. Recycling and a greater use of secondary metal will help face supply problems, but cannot solve the matter. While waiting for the development of the industrial chain to pick up, there must be favourable conditions, because the demand by final markets is expected to grow, and the demand for aluminium in this second part of the year confirms this data in Europe. Companies must be vigilant to be able to seize opportunities and have the capacity to hop onto the train. It is important to make reference to innovation, a term which is efficient in expressing the need to be better equipped for a new cycle. But the main reason of the loss of competitivity by the EU aluminium industrial system is the burden of the import duty on raw aluminium, a provision conceived many years ago, when the domestic offer for primary was greater than the demand; this burden creates market distortions and determines greater costs for aluminium, in every type, alloy and form for the whole downstream in the community, from the foundries to the extrusions and to the final users. The cost of the duty for transformers and final users is high, with differences in the premiums on some types of aluminium, such as primary foundry alloys, billets and rolling slabs in primary alloys, which almost hit the 200 US$ mark. Recently quite new data have been collected by FACE, provided by an international aluminium producer who operates in all markets with value added products and who has put at disposal the average annual sales values of its own production of primary aluminium formats in various parts of the world. The strong competition by non EU transformers and manufacturers of parts and components, destined to grow in the future, must get us to reflect on the damages that the EU duty on raw aluminium causes on the development of the entire light metal chain. nuovo ciclo che dovrebbe ripartire nel 2010 da una situazione non molto lontana da quella del 2007. La questione dell’energia è fondamentale per la produzione di primario ed è alla base di chiusure di impianti in Usa ed in Europa ed alla installazione di nuove capacità produttive laddove si ha energia a condizioni competitive; i costi di produzione di primario non è prevedibile che diminuiscano, a causa dei costi energetici e di possibili tensioni sull’allumina. Il riciclo ed il maggior utilizzo di metallo di origine secondaria aiuteranno ad affrontare i problemi di approvvigionamento, ma non potranno essere la soluzione. Per le attese di sviluppo della filiera dovrebbero esserci condizioni favorevoli, perché la domanda dei mercati finali è attesa in crescita e l’andamento della domanda di alluminio in questa seconda parte di anno conferma a livello europeo questo dato. L’importante per le aziende sarà poter cogliere l’opportunità ed avere la capacità di salire sul treno in corsa; troveranno il cammino facilitato gli imprenditori in grado di proporre e di proporsi con del reale valore aggiunto. E’ chiaro il riferimento alla innovazione, un termine forse abusato ma efficace per esprimere l’esigenza di presentarsi ad un nuovo ciclo attrezzati al meglio. Segnali d’allarme arrivano dal mercato sulla perdita di competitività nel settore dei semilavorati, e a questo proposito è doveroso 5 2009 rammentare che l’Italia, e l’intera UE, sono tuttora gravate dal fardello del dazio all’importazione di alluminio grezzo, un provvedimento nato tanti anni fa in tempi diversi, quando l'offerta domestica di primario era superiore alla domanda; un onere che oggi crea distorsioni sul mercato e determina maggiori costi del metallo in ogni forma per tutti i trasformatori ed utilizzatori della comunità, dal fonditore all’estrusore alle industrie di impiego finale. Il costo del dazio per i trasformatori e gli utilizzatori finali è alto, con differenze sui premi di alcuni tipi di alluminio, come le leghe primarie da fonderia e le billette e le placche da laminazione in leghe primarie, arrivate a sfiorare i 200 US$. La Federazione dei Consumatori Europei di Alluminio FACE ha recentemente prodotto dati oggettivi agli organismi competenti a Bruxelles, dati ufficiali che provengono da una compagnia di produzione internazionale di alluminio che opera su tutti i mercati e che ha messo a disposizione i valori medi annui di vendita dei formati di primario di propria produzione nelle varie parti del mondo. La forte competizione da parte dei trasformatori e dei fabbricanti di parti e componenti in alluminio extra europei, destinata a crescere in futuro, deve far riflettere sui danni che il dazio UE sul metallo grezzo comporta per lo sviluppo dell’intera catena del metallo leggero. alluminio e leghe 31
