Il progetto si propone quindi di attivare un percorso di formazione itinerante che offrirà ai partecipanti l’opportunità di conoscere da vicino le soluzioni di mobilità sostenibile adottate in molte città europee. L’ iniziativa si rivolge sia al management delle aziende e agenzie del trasporto pubblico che ai rappresentanti politici e ai funzionari di enti locali e regionali operanti nel settore della Mobilità. I percorsi formativi sono mirati a: • osservare e analizzare “sul campo” le soluzioni tecnologiche e i modelli organizzativi già sperimentati e messi in opera presso le città europee che sono state selezionate per questa iniziativa; • attivare un confronto critico con gli esperti, i politici e i manager responsabili dei vari progetti di mobilità sostenibile al fine di avviare una analisi approfondita dei vantaggi conseguiti e delle problematiche affrontate; • favorire un percorso di riflessione e di scambio di esperienza anche tra gli stessi partecipanti al progetto che spesso condividono le medesime problematiche. THE TECHNICAL VISITS: AN OPPORTUNITY TO ANALYZE ONFIELD THE MOST INNOVATIVE SOLUTIONS OF MOBILITY AND PUBLIC TRANSPORT ADOPTED IN EUROPE The technical visits proposed by ClickUtility are the outcome of a preliminary survey which has singled out the main best practices on the Mobility and Public Transport fields developed on the European scale. The purpose of the project is to activate an itinerant training course which will offer the participants the opportunity to discover the best solutions of sustainable mobility adopted by many European cities. This project is aimed at: mobility companies management, political and institutional representatives, administrators and officials of the local and regional institutions operating in the mobility field. The specific purposes of the sessions are as follows: • to observe and analyze on-field the technological solutions and the organizational models experimented by the European cities selected for the present initiative; • to activate a critical dialogue with experts, policy makers and managers responsible for the projects of sustainable mobility, in order to analyze in-depth the actual advantages and the critical points; • to create an important moment of reflection and dialogue also between the participants to the project which often have to face the same problems (the knowledge of the international experiences is a big opportunity to activate a reflection on the possible solutions and projects to adopt in Italy in the mobility systems of our urban, provincial and regional areas). DESCRIZIONE DEL SISTEMA DI TRASPORTO PUBBLICO DI DUBLINO La capitale dell’Irlanda, Dublino, ha vissuto negli ultimi dieci anni una straordinaria crescita economica al punto che si può definirla la “città del boom”. Il Governo Irlandese punta a massimizzare l’utilizzo del trasporto pubblico e per questo motivo il CIÈ (sistema di Trasporto irlandese) e le società a lui connesse sono state coinvolte in un consistente programma di investimenti che provengono sia dal Piano Nazionale di Sviluppo che dalla Comunità Europea. Si assiste ora quindi ad una rinascita delle ferrovie Irlandesi e anche il sistema di trasporto su gomma sta subendo una costante modernizzazione. La flotta di autobus di Dublin Bus è stata completamente rinnovata così come la flotta nazionale di Bus Eirenne. CIÈ è impegnata nell’attrarre sempre più clienti per il trasporto pubblico. Per raggiungere questo obiettivo, l’intenzione è quella di continuare e accelerare con i programmi di investimento al fine di migliorare la qualità dei loro prodotti e servizi per rispondere in maniera adeguata a quello che il cliente finale si aspetta. Gli obiettivi strategici che il Ministero e il Dipartimento si sono posti in materia di trasporto pubblico sono: - creare un sistema di trasporto pubblico funzionante e integrato che accresca la competitività, che sostenga il progresso economico, che promuova uno sviluppo regionale equilibrato e che contribuisca alla coesione sociale - creare uno standard definito del trasporto pubblico con costi ragionevoli per gli utilizzatori e i contribuenti - accertare la consegna nei tempi effettivi e con i costi previsti degli investimenti in infrastrutture e nelle strutture necessarie per garantire il miglioramento del trasporto pubblico. Oggi il sistema di trasporto pubblico di Dublino comprende i seguenti servizi: • DART (Dublin Area Rapid Transit); un sistema ferroviario leggero inaugurato nel 1984 come sistema sussidiario al CIÈ (sistema di trasporto Irlandese) che è di proprietà del Governo Irlandese. Oggi è gestito dalle Ferrovie Irlandesi. • Irish Rail: la compagnia nazionale di trasporto ferroviario fondata nel 1987 come costola del CIÈ • Dublin Bus: fondata nel 1987 gestisce circa 200 autobus nella città e nelle aree circostanti. E’ gestita dal CIÈ. • Luas: inaugurato nel 2004 il sistema tranviario Luas è gestito da Veolia Transport su mandato della Agenzia ferroviaria di acquisizione (di proprietà pubblica) L’azienda tedesca Scheidt & Bachman ha fornito il sistema di bigliettazione alle Ferrovie Irlandesi ed al Luas che per ora funzionano autonomamente, ma proprio in questo periodo a Dublino si sta proponendo la creazione di una nuova area con sistema integrato di bigliettazione (ITS) che sarà coordinato dall’agenzia pubblica ferroviaria. Luas usa attualmente biglietti cartacei per gli utenti occasionali e per i pass mentre sono utilizzate le smart card Mifare® come borsellino elettronico per gli utenti abbonati e fidelizzati. I passeggeri sono sempre tenuti a obliterare in entrata e in uscita sulle piattaforme del tram e possono ricaricare le loro smart card presso le emettitrici automatiche. Il sistema in un prossimo futuro integrerà diversi operatori utilizzando una comune smart card e una comune interfaccia per il back office. Il clearing degli incassi così come i parametri per l’amministrazione generale del sistema saranno stabiliti da un unico centro ITS ma tutti i sottosistemi rimarranno di responsabilità dei diversi operatori. DESCRIPTION OF THE PUBLIC TRANSPORT SYSTEM IN DUBLIN The Irish capital Dublin has become a “boom-town” with an extraordinary economic growth over past decade. As part of the Irish Government’s plan to maximise the use of public transport, C I É Córas Iompair Éireann (CIÉ; Irish Transport System) and its companies have been involved in a major investment programme funded from the National Development Plan as well as EU co-funding. This is leading to a renaissance of the Irish railways and the bus services are also undergoing steady modernisation. The Dublin Bus fleet has been totally modernised and Bus Eireann’s national fleet has also been completely renewed. C I É is committed to attracting more customers to using public transport. To achieve this objective, they are trying to continue - and accelerate - the investment programmes to further improve the quality of our products and services in response to what the customer, demand. The strategic objectives set out by the Minister and the Department in relation to public transport are: • The provision of a well functioning, integrated public transport system, which enhances competitiveness, sustains economic progress, promotes balanced regional development and contributes to social cohesion; • The provision of a defined standard of public transport, at reasonable cost to the customer and the taxpayer; • To ensure the timely and cost effective delivery of the accelerated investment in the infrastructure and facilities necessary to ensure improved public transport provision. The public transport in the greater Dublin is now including the following services: • DART (Dublin Area Rapid Transit): A light-rail system opened in 1984 as a sub¬sidiary of CIÈ, which is owned by the Irish government. DART is now operated by Irish Rail. • Irish Rail: The national railway operator founded 1987 as a subsidiary of CIÉ. • Dublin Bus: Established in 1987 and operating approximately 200 bus lines in Dublin and the Dublin area. Dublin Bus is operated by CIÉ. • Luas: Opened in 2004, the Luas tram system is operated by Veolia Transport on behalf of the public-owned Railway Procurement Agency (RPA). The German system house Scheidt & Bachmann has supplied ticketing systems to Irish Rail and Luas, which are still stand-alone, but right today the Dublin area is today standing at edge a new area with the Integrated Ticketing System (ITS) – which is being coordinated by the Irish Railway Procurement Agency. Luas is using paper tickets for occasional riders and for passes, but also provides a Mifare® based smart card as an electronic purse for frequent riders. Passengers are required to tag-on and tag-off at the tram platforms, and they can reload their smart card at the vending machines. The future ITS will integrate multiple operator systems with a common smart card fare medium and a common backoffice interface. Clearing of revenues as well as ad¬ministration of “global” system parameters will be done at the ITS back office, but the operation of the subsystems will remain in the responsibility of each single operator.
