1. International scientific network
The scientific research activity of Francesca Pagliara deals with different
topics which have been developed both from a theoretical point of view and
from an experimental analysis always cooperating with foreign universities
and consultancies in the field of transport and urban planning and spatial
modelling. The main research topics are in the following listed:

Integrated land-use/transport models. Residential location and
activity location choice modelling are part of this wide area. The impact
of transport policies on activity and residential location choice and on
property values have been analysed. Specifically, how can transport
sustainable-oriented policies affect land use and the economy?
High Speed Rail and its impacts. High Speed rail systems are
analysed in terms of their impacts. HSR accessibility on property
market, i.e. can HSR stations affect the land market? HSR and mobility
choices, i.e. how HSR can change passengers' mode choice? HSR
and induced demand, i.e. is there a travel demand induced by the
introduction of the new system? HSR and the formation of megacities,
i.e. can HSR systems foster the formation of megacities and
megaregions? HSR and tourism, i.e. can HSR systems induce tourists
to choose one destination? All these questions have been analysed
from a modelling point of view.
Polarization of large urbanised areas and regional rail networks.
Focus on the relationship between urban form and rail systems.
Specifically, how are the two systems correlated for a sustainable
mobility? Transit Oriented Development policies are an example.
Transportation decision-making process and Public Engagement.
The role of Public Engagement, i.e. the process of identifying and
incorporating stakeholder concerns, needs and values in the transport
decision-making process, to avoid barriers, reduce times.
Choice set formation modelling approaches in the context of
spatial choices. The focus is on choice set formation in the context of
residential location and firm location choices.
These research topics have been developed together with a group of well
known academics and researchers in the field. In the following it is reported
the international scientific network she has created during the years and with
whom she currently cooperates. These relationships are always kept alive
with new research challenges.

She is Assistant Professor at the Department of Civil, Architectural and

Academic training
In 1997 she got her degree in Civil Engineering with specialization in
Transport topics at the University of Naples Federico II with full marks
110/110 and honours (110/110 cum laude). The thesis was in Transportation
Planning and the title was “Urban Transport Plan for the city of Benevento ”.
In 2001 she became a doctor in “Road Infrastructures and Transportation
Systems” at the University of Naples Federico II with a dissertation entitled “A
model system of interaction between activity location choice and
transportation system”.
In 2002 she got her post-doctorate at the University of Naples Federico II
working on the topic “The development of transportation systems within the
urban system”.
The 21st of November 2003 she won the competition for becoming
Assistant Professor at the University of Naples Federico II. For national
financial problems the role became official from December 2004.

Travel demand model estimation sofwtare (Alogit, Limdep, Biogeme,
SPSS), assignment software on private and public networks (T-model,
TransCAD), GIS software (MapInfo). Knowledge of all the programmes of the

4. Teaching
In Italy
1. From the academic year 1996-997 till 2005-2006 she contributed to the
course “Transportation Planning” at the Department of Transportation
Engineering of the University of Naples Federico II.
2. In 1999 she became expert of the subjects “Transportation Planning”,
“Urban and Metropolitan Transport” and “Transportation Techniques
and Economics”.
3. From 1999 till 2001 she took part, as a member of the board of the
examiners, at the exams of “Transportation Planning” within the Civil
Engineering degree; “Urban and Metropolitan Transport” within the
Civil Engineering degree; “Transportation Techniques and Economics”
within the degree of Environment and Land-use Engineering and of the
Civil Engineering for Sustainable Development degree. She also
attended as a member of the board of examiners at the exam
“Transportation Systems Theory” within the Civil Engineering degree.
4. On the 22nd February 2005 she gave a seminar entitled “The transport
masterplan for the city of Naples” at the Department of Transportation
Engineering of the University of Naples Federico II for students coming
from the University of Lille (France).
5. In January 2006 she gave a lecture for the training course Safety
Mobility Manager funded by Campania Region (POR 2000-2006) on
the evaluation and comparison methods among alternative transport
systems.
6. For the academic year 2005-2006 she was responsible at the Faculty
of Engineering of the University of Naples Federico II of the course
entitled “Transport Laboratory” within the Civil Engineering degree.
7. For the academic years 2006-2007, 2007-2008 and 2008-2009 she
was responsible at the Faculty of Engineering of the University of
Naples Federico II of the course entitled “Transportation Systems

Technologies” within the Transportation Systems Management
Engineering degree.
8. For the academic year 2009-2010 she was responsible at the Faculty
of Engineering of the University of Naples Federico II of two courses:
one entitled “Transport” within the Transportation and Hydraulic
Systems Engineering degree and “Transport Laboratory” within the
Civil Engineering degree.
9. On the 3th of February 2010 she gave her contribution to the Master in
Services and Rail Systems Engineering at the Department of
Transportation Engineering of the University of Naples Federico II.
The lectures were on the road, rail, air and maritime transport systems
from the technological point of view, i.e. the vehicles, their components
and the their corresponding terminals.
10. For the academic years 2010-2011, 2011-2012, 2012-2013 and 20132014, she was responsible for the course “Transportation Systems
Technologies” for the students of the Master degree course in
Engineering of Hydraulics and Transportation systems.
Abroad (it includes lectures as well as invited seminars)
1. On the 15th October of 2003 she gave a seminar entitled “The impact
of Transport on Residential Location” at the St Anne’s College of the
University of Oxford within the 30th Anniversary of the Transport
Studies Unit of Oxford.
2. On the 16th of February of 2006 she gave a seminar at Institute for
Transport Planning and Systems of the ETH of Zurich in
Switzerland entitled “Modelling activity location choice”.
3. Within the bilateral agreement SOCRTES-ERASMUS promoted by her
between the University of Naples Federico II and the University of
Southampton, she was visiting professor
at the School of
Engineering and the Environment of the University of
Southampton. The teaching activity dealt with the components of a
transportation system and the integrated land-use/transport models
focussing on the metro system project of Campania region. Lectures
were addressed to the students of the course “Transportation
Planning and Engineering” and to PhD students and professors of
the same University. Her stay in Southampton was from the 26th of
February till the 2nd of March 2007.
4. Within the bilateral agreement SOCRTES-ERASMUS promoted by her
between the University of Naples Federico II and the University of
Technology of Madrid, she was visiting professor at TransyT. The
teaching activity consisted in the integrated land-use/transport models
with the application to real case studies and the simulation of choice
set with application examples. Lectures were addressed to students of
the course “Transportation Planning” and to PhD students and
scholars of the same University. Her stay in Madrid lasted from the
29th of October till the 4th November 2007.
5. Within the bilateral agreement SOCRTES-ERASMUS promoted by her
between the University of Naples Federico II and the University of

Southampton, she gave a seminar on the 19th of March of 2009 to the
staff and Phd students of the Transportation Research Group of the
University of Southampton. The seminar was entitled “Mobility and
location impacts of high speed rail links”.
6. On the 29-30th of June 2010 she contributed to the Master on Civil
Engineering Systems at the University of Madrid. The lectures were
on advanced models of Land-Use/Transport interactions and their
applications.
7. On the 19th of June 2012 she contributed to the Summer Training
School, held in Naples, within the COST TU100 Accessibility
instruments for Planning Practice in Europe, with a seminar
“Railway accessibility vs railway stations: An empirical analysis in UK”.
8. From the 5th -8th August 2011 she was invited to contribute to the
International Seminar on High Speed Rail and Urban Spatial
Development organised by the University of Wuhan in China with a
seminar on “Analysis of the mobility impacts of the HSR link between
Roma and Napoli".
9. On the 9th of November 2012 she gave a seminar to the staff of the
Department of Economics of the University of Valencia entitled
“Megacities and High Speed Rail systems: what is the relationship?”.
10. On the 23rd of January 2013 she was invited to contribute with a guest
lecture at the Department of Urban Structure and Transport
Planning - Institute for Transportation- of the Technical University
of Munich entitled “High Speed Rail, Accessibility and the
development of Megacities”, within the Master degree course
“Interactions of Land-Use and Transport”.
11. On the 7th Of March 2013 she gave a seminar for the staff of the
LVMT of the Univeristy of Paris-Est entitled “Railway accessibility vs
railway stations: the impact on the property market”.
12. On the 11th of March 2013 she gave a lecture within the master degree
course M2 specialities "Stratégies Métropolitaines" and "Villes,
services, usages" of the University of Paris-Est, entitled “The role of
Public Engagement in transportation planning".
13. On the 14th of March 2013 she gave a lacture within the master degree

14. On the 21st of March 2013 she contributed to the 1st Interlaboratory
seminar of Paris-Est, organized by the Lab’urba on the topic “Gare et
développement urbain” with a seminar entitled “Can long-distance rail
accessibility affect the real estate market?”
15. On the 27th of March 2013 she contributed to the seminar ENPC-UIC,
organized in the seminars serie « Réseaux ferroviaires, gares et pôles
d’échange – Objet en question » (N. Baron (LVMT), N. Roseau
(LATTS)) on the topic "Les grands réseaux ferroviaires en Europe du
sud : projets, visions, enjeux pour l'avenir" with a paper entitled “High
speed and high speed capacity railway system – case study of Roma
Napoli Link”.
16. On the 28th of March 2013, she gave a seminar within the conferences
series of the Groupe Recherche Tourisme of the University of

5. Research titles
PhD title
In 2001 she got the title of Doctor of Philosophy in “Road Infrastructure
and Transportation Systems” at the University of Naples Federico II with a
dissertation entitled “A model system of interaction between urban activity
location and the transportation system”.
The research activity was carried out at the Department of Transportation
Engineering of the University of Naples Federico II and in cooperation with the
David Simmonds Consultancy of Cambridge for the part concerning the
calibration of some activity location choice models.

Since 21/11/2003 she is Assistant Professor at the Department of Civil,
Architectural and Environmental Engineering of the University of Naples
Federico II. The role became official in December 2004 for national financial
problems.
6. Involvement in research projects at the national and international
level
1. In 1997 she cooperated with the Department of Transportation
Engineering of the University of Naples Federico II at the definition of
the Urban Transport Plan for the city of Acerra (in the province of
Naples) with a contribution on the “Implementation of the simulation
demand and supply models for the city of Acerra”.
2. In 1999 she cooperated with the Department of Transportation
Engineering of the University of Naples Federico II at the development
of a set of indicators within the contract “Definition of a study
programme on the development of the European space”. This project
was carried out for the chairmanship of the Council of Ministers.
3. In 2001 she cooperated with the Department of Transportation
Engineering of the University of Naples Federico II on a project entitled
“Ports system of Campania: supply and trip demand with reference to
freight traffic and passengers ”.
4. In the same year she won, together with other freelancers, a
competition promoted by the Province of Naples for the feasibility
studies on the topic
“Link between Circumvesuviana and
Circumsalernitana rail lines (Mobility system of the Sorrento
peninsula)”.
5. From January 2002 till January 2003, within her Post-doctorate, she
worked at the Transport Studies Unit of the University of Oxford on a

project entitled “Transport and Residential Location” funded by the DfT,
Department for Transport (The English Transport Ministry).
6. From 2003 till 2006 she cooperated at the activities supporting the
Centre of Competence for Transport Systems of the Campania region,
with a contribution on WP6 entitled “Interactions with land-use”.
7. In 2004 she cooperated with the Department of Transportation
Engineering of the University of Naples Federico II at the definition of
the “Programme for the mobility between the Amalfi and Sorrento
coast”.
8. In 2004 she cooperated with the Ministry of Transport of Campania
region and the company “Ente Autonomo Volturno” at the project of the
integrated transport system for the Sorrento coast. The project dealt
with the introduction of a rail link between the cities Meta and Sorrento
integrated with buses and ferries.
9. In March 2004 she worked with ARPA - Agenzia Regionale per la
Protezione dell’Ambiente (Regional Agency for the Environment
Protection) supporting it in the organization of a training course.
10. In 2005 she cooperated with the Department of Roads and Transport
of the Faculty of Engineering of the University of Pisa on a project
aiming at evaluating the impacts of a port on location activity in Italy.
11. From 2006 to 2008 she was part of the university staff of the Research
Unit with an involvement of 3 months for each year of the Progetto di
Rilevante Interesse Nazionale (PRIN) (National Interest Relevant
Project) for the monitoring of the evolution of the land-use/transport
system.
12. From November 2007 she cooperated at the study of the state-of-theart of the models used to simulate the generated demand and the
modal split and for the definition of the database for the specification,
calibration and validation of mode choice models, within the agreement
entitled “High Speed Rome-Naples” between the Department of
Transportation Engineering of the University of Naples Federico II and
the Campania Agency for sustainable mobility.
13. From January 2008 she cooperated at the analysis of the state-of-theart on Local Public Transport measures in Italy and in Europe for the
implementation of a model system for the evaluation in the different
urban areas of intervention policies, within the agreement between the
Department of Transportation Engineering of the University of Naples
Federico II and the Italian Ministry of Transport.
14. In cooperation with TRANSyT of the University of Madrid she
cooperated at a two-year project (January 2010-December 2012)
entitled “Traffic risk allocation in road concessions. methodology to
evaluate its social efficiency”.
15. She will be a component of a recently won project funded by Labex of
the University of Paris-Est, "Seminaires Internationaux bilateraux" for
two years starting from 2013.

7. Roles within the Department of Transportation Engineering and the
Faculty of Engineering of the University of Naples Federico II.
On the 13th of April 2005 she was elected to take part at the Council of the
Department of Transportation Engineering of the University of Naples
Federico II with the role of coordinating the courses.
From the 14th of March 2005 she was part of the commission of the group
of Civil Engineering concerning the promotion of the SOCRATES/ERASMUS
exchanges. In January 2008 she became the president of this commission.
She is promoter of ERASMUS agreements between the University of
Naples Federico II and with the University of Southampton, the ETH of Zurich,
the University of Technology of Madrid and with David Simmonds
Consultancy.

The following topics have been developed:
- Integrated land-use/transport models
- Choice set formation in the context of spatial choices
- High Speed Rail and Tourism
During her PhD course (1997-2000) at the Department of Transportation
Engineering of the University of Naples Federico II, in summer 2000 she
worked abroad at David Simmonds Consultancy in Cambridge (UK),
where she gave her contribution to the scientific research by defining new
variables for the specification of the residential location choice model of the
wider package DELTA. The latter ws developed by David Simmonds, who is
the director of the consultancy itself.
During the period 2002-2003 she worked at the Transport Studies Unit of
the University of Oxford (UK). She worked on a project funded by the
English Ministry of Transport entitled “The impact of transport on residential
location”. As the main researcher of the project, supervised by Prof. John
Preston, she specified, calibrated (through an SP survey designed by her)
and validated a residential location choice model. The model was applied to
Oxfordshire with the objective of quantifying the economic impacts of some
interventions on the transportation system. The results of the project were
published in scientific international journals and presented at different
scientific transport related conferences. Together with Prof. John Preston and
Dr David Simmonds she coedited a book on the different modelling
approaches connected with residential location choice. The book was
published by Springer in 2010.
During her experience in Oxford she also worked with Prof. Jae-Hong Kim of
the College of Social Science of Ulsan in South Korea, who was Visiting
Professor during the year 2002 at the Transport Studies Unit. This cooperation gave her the chance to learn some travel demand estimation
software and to publish several jointly papers.
In February 2006 she spent a month at the Institute for Transport
Planning and Systems of the ETH of Zurich, working on an application
relative to the simulation of the choice set in the context of spatial choices.
Specifically, the objective was that of introducing dominance variables within
random utility models to better reproduce the choice set in the context of
residential location choice. The research activity was supervised by Prof. Kay
Axhausen. During this experience in Switzerland she learnt the software
BIOGEME for calibrating random utility models.
During the month of March 2013, she was visiting professor at the
Laboratoire Ville Mobilité Transport of the University of Paris-Est,
working on the relationship between High Speed Rail and Tourism. The
question is to investigate whether HSR can foster the choice of a destination
for tourism purpose. She specified and calibrated a model highlighting the
factors influencing this choice.
