J. H. LEVIN ON MONETARY POLICY AND EXCHANGE RATE TARGETING ABSTRACT This paper examines the effects of monetary policy undertaken to achieve an exchange rate target under a managed floating exchange rate system. It is motivated by evidence that central banks have at times geared monetary policy to exchange rate targets. Using the well-known Dornbusch model with a permanent shock in the financial sector, the author incorporates a reaction function where monetary growth is aimed at the gap between the target and actual exchange rate. It turns out that monetary intervention reduces the initial degree of exchange rate overshooting, although it causes the exchange rate to overshoot a second time. Also, deviations of the exchange rate from its target level are reduced, but the exchange rate converges more quickly when there is no monetary intervention. RIASSUNTO Considerazioni su politica monetaria e obiettivi valutari Lo studio esamina gli effetti dei provvedimenti di politica monetaria rivolti a determinare il tasso di cambio in un regime di controllo dei cambi fluttuanti, in relazione ad. interventi attuati dalle banche centrali per indirizzare la politica monetaria verso la realizzazione di determinati obiettivi valutari. Utilizzando il noto modello di Dornbusch con shock permanente nel settore finanziario, l’autore inserisce una funzione reattiva la cui la crescita monetaria è rivolta a ridurre il divario tra tasso prefissato e tasso effettivo. Si rileva che l’intervento monetario riduce il livello iniziale di sconfinamento valutario sebbene non impedisca che il tasso di cambio oltrepassi successivamente l’obiettivo prefissato. Vengono inoltre ridotte le divergenze del tasso di cambio rispetto al livello prefissato mentre si rileva una a più rapida convergenza del tasso di cambio quando non vi è intervento monetario. G. B. PITTALUGA PER UNA RICONSIDERAZIONE DELLA TEORIA MONETARIA DI SMITH ABSTRACT A Reconsideration of Smith's Monetary Theory The main purpose of this paper is to show that Smith’s monetary theory is still topical. In contrast with Hume, Smith denied that hanks, issuing money, could devalue the currency. Within a framework of competitive money production, the banking system supplies whatever quantity of money the public demands. In this context the principle of « convertibility » represents a form of control on the solvency of hanks and hence on the quantity of money. The acceptance of this principle in the « Wealth of Nations » leads us to think that Smith was aware of the existence of private information in the credit market. F. PRAUSSELLO DEFAULT AND SOVEREIGN DEBT ABSTRACT This paper contains a comprehensive treatment of the main analytical issues pertaining to the sovereign debt theory. As red thread for the study emergence of default in alternative formal frameworks is traced and identified, in its different forms ranging from insolvency or illiquidity to repudiation and to its general meaning of breach of a clause in the initial loan contract. The growing literature on the sovereign debt is surveyed on the basis of a distinction between static and dynamic models, as well as non optimizing and optimizing models, where assumptions of rational behavior may hold only for the borrower or for the lender too. Moreover, consequences of default are investigated, along with conditions for achieving efficiency in case of renegotiation of the initial credit contract. The paper addresses the modem versions of well known analytical tools as the two gap mode, the transfer or approach with new cases of paradoxical and immiserising results, the debt cycle or the growth-cum-debt model, along with extensions on recent approaches as the pure theory of country risk, in the presence of different specifications of the penalty imposed on the borrower that chooses to repudiate. It is also shown the impact of inefficiencies in the market structure and of agents information conditions on the different possible equilibrium outcomes. In addition, in case of debt overhang, conditions are described that render debt relief profitable for the lender too. RIASSUNTO Inadempimento e debito sovrano L’articolo contiene un trattamento generale delle principali questioni analitiche relative alla teoria del debito sovrano. Come filo conduttore dello studio viene utilizzato il concetto di inadempimento inserito nei possibili quadri alternativi formali, con riferimento alle sue diverse forme, che vanno dall’insolvenza e dall’illiquidità al ripudio e al significato più generale di violazione di una clausola del contratto iniziale di prestito. La crescente letteratura sul debito sovrano viene passata in rassegna sulla base di una distinzione fra modelli statici e dinamici, come fra modelli non ottimizzanti e in cui l’ipotesi di comportamento razionale può valere solo per il debitore oppure anche per il creditore. Inoltre, vengono studiate alcune conseguenze dell’inadempimento, nonché le condizioni che garantiscono l’efficienza in caso di rinegoziazione del contratto iniziale di prestito. L’articolo illustra le versioni moderne di strumenti analitici conosciuti come il modello dei due divari, l’approccio del trasferimento con nuovi casi di risultati paradossali e immiserenti, il ciclo del debito o il modello di crescita con indebitamento, unitamente ad estensioni di approcci recenti, come la teoria pura del rischio paese in presenza di diverse specificazioni della penalità imposta sul paese debitore, che intende ripudiare i prestiti. Viene anche descritta l’influenza esercitata sulle diverse possibili soluzioni di equilibrio dalle inefficienze dei mercati e dalle condizioni informative degli agenti. Inoltre, nell’ipotesi di eccesso di indebitamento, vengono identificate le condizioni che rendono conveniente anche per il creditore le operazioni di alleggerimento del debito. R. SAU PROFITS, INTEREST, AND TRADE IN A KEYNES-RICARDIAN PERSPECTIVE ABSTRACT In classical economics, gross profits resolve into two parts: interest, and net profit. The latter resembles Ricardian differential rent. The presence of net profit is almost inevitable in the short run. Yet the modem theories of balance of payments and of exchange rate abstract from the net profit. This paper presents a model where the interest rate and the net profit play their respective roles. The conditions f or international equilibrium then turns out to be more stringent than hitherto suspected: the elasticity of the average gross profit curve, at the point of equilibrium, has to ho the same across countries. The model is applied to explore certain aspects of the Latin American debt crisis where the nationalization of private external debts, budget deficit, rising interest rate, failing investment, and recession have all got linked up in a vicious circle. As for other ramifications of our model we surmise the conjectures that the IS curve in open economy macroeconomics may have to be redrawn; and that the observed volatility of exchange rates may be a reflection, in part, of the difficulty of the economic systems to satisfy the stringent conditions of international equilibrium. RIASSUNTO Profitti, interesse e scambi in una prospettiva ricardiana-keynesiana Secondo l’economia classica, il profitto lordo si scompone in due parti: interesse e profitto netto. Quest’ultimo è simile alla rendita differenziale ricardiana. Sebbene la presenza del profitto netto sia quasi inevitabile nel breve termine, le teorie moderne della bilancia dei pagamenti e del tasso di cambio non lo includono. Nello studio viene presentato un modello in cui il tasso di interesse ed il profitto netto svolgono ruoli indipendenti. Le condizioni per l’equilibrio internazionale si rivelano pertanto più rigorose di quanto finora previsto: l’elasticità della curva del profitto lordo medio, nel punto di equilibrio, deve essere la stessa nei vari paesi. Il modello viene applicato al fine di esaminare alcuni aspetti della crisi debitoria dei paesi latino-americani dove la nazionalizzazione dei debiti esteri privati, il disavanzo pubblico, i’aumento dei tassi di interesse, la diminuzione degli investimenti e la recessione si ricollegano in un circolo vizioso. Per quanto riguarda le ramificazioni del modello proposto, l’autore ipotizza che la curva IS in una economia aperta possa essere ridisegnata e che la volatilità osservata dei tassi di cambio possa essere, in parte, un riflesso delle difficoltà incontrate dai sistemi economici nel soddisfare le rigorose condizioni dell’equilibrio internazionale.
