Disposal of ELV: what is the status? Trattamento ELV: a che punto siamo Federica Zaccaria, [email protected] In May 2008 the Italian Ministry of the Environment, the Italian Ministry of Economic Development and the main associations of the automotive sector signed a “Framework agreement timetable for the management of end of life vehicles” with the aim of limiting the environmental impact of the waste resulting from the disposal of End of Life Vehicles (ELV). In April 2009, during the Metalriciclo meeting sessions, carmakers, motor vehicle demolishers and recycling associations discussed the topic during the encounter entitled “Experiences on the metal recovery in the end of life vehicles”. The gathering was moderated by Dario De Andrea of the daily Il Sole 24 Ore and the speakers were involved in a particularly lively debate as a result of the pressing nature of the topic. Among the representatives of carmakers, Salvatore Di Carlo, manager of ELV FIAT Group Automobiles, highlighted the difficulties the carmaker are facing from the legislative point of view: carmakers must demonstrate that at least 85% of the material used in cars comes from the recycling system. Considering that each year 300,000350,000 tonnes of car fluff (unusable waste generated by end of life vehicles) are produced and that the Government is pressing to reduce that number, Di Carlo highlighted how all this involves huge costs for carmakers. Ad aprile 2009, nella cornice della sessione convegnistica della manifestazione Metalriciclo, costruttori, demolitori e associazioni del riciclo si sono confrontati nell’incontro dal titolo “Esperienze sul recupero di metallo dalle autovetture a fine vita”. Moderati da Dario De Andrea de Il Sole 24 Ore, i relatori si sono trovati al centro di un dibattito particolarmente acceso, conseguenza della stringente attualità della tematica. Tra i rappresentanti dei costruttori, Salvatore Di Carlo, responsabile ELV di Fiat Group Automobiles, che ha posto l’accento sulle difficoltà incontrate dal costruttore dal punto di vista legislativo: vi è infatti la necessità di dimostrare che l’85% del materiale utilizzato per le auto sia proveniente dal sistema riciclo. Considerando che ogni anno vengono prodotte 300-350.000 tonnellate di car fluff (lo scarto non più utilizzabile di una vettura a fine vita) e che il Governo preme affinché questa quantità venga abbassata, Di Carlo ha sottolineato come tutto ciò comporti ingenti costi per le case costruttrici; e il quadro si complica tenuto conto delle diverse interpretazioni a livello regionale della normativa, della concorrenza sleale, delle difficoltà di trasporto e smaltimento e dei differenti metodi di misura tra i vari Paesi. Ecco perché il responsabile ELV di Fiat ha giudicato con grande favore la firma del Protocollo del 2008, primo esempio in Europa di intesa fra istituzioni e tutta la filiera, che proprio in forza della sua eterogeneità mette insieme le più grandi industrie, la piccola-media impresa, gli artigiani e naturalmente la pubblica amministrazione. current affairs A crowded room for ELV Congress during Metalriciclo. Sala gremita per il convegno ELV durante Metalriciclo. and UNRAE representative (Italian Union of Foreign Vehicle Representatives), in reference to the directive for end of life vehicles, spoke about two main objectives on which the sector must focus: environmental protection and the economic sustainability of the system. Among the obligations of the directive Simonetti highlighted the commitment undertaken by manufacturers to create a network of collection centres. Of the 450 centres spread throughout the Italian territory in the last 5 years, Simonetti stated that Ford holds 40% of them with a 53% increase in demolished vehicles in 2007. If the Framework agreement has achieved partial success, less satisfactory were the actions toward high calorific value materials and the further delay for the activation of the new regulations for disposal sites: this is the opinion of Giorgio Manunta, manager of AIRA, the Italian Indusrtial Association of car recyclers. He said that there are alternatives to the use of disposal sites, but there must be a careful evaluation of their costs which should not exceed those of other European countries. According to Manunta, Italy lacks strong competitiveness in the crushing system: «Italy must stop exporting auto bodies and importing scrap». Alberto Garbarini, production manager of CRS Srl was also in agreement with the AIRA manager: «Car fluff could represent an opportunity: improving pre-treatment, recyclable materials could be separated and a mix suitable for gasification processes could be obtained. This process can even generate electric energy». Garbarini presented the Target Fluff project, one of the projects to be implemented in the sphere of the ELV Framework agreement consisting of the construction of 3 different prototype plants for fluff treatment on an industrial scale. They must guarantee the best yield with respect to energy efficiency, environmental impact and economic sustainability. In addition, they must significantly support the achievement of the national target of energy recovery (5% beginning in 2006 and 10% beginning in 2015) and that of reuse and recovery (85% beginning in 2006 and 95% beginning in 2015). Luca Carbonoli of Assofermet expressed satisfaction with the ongoing work regarding the classification of fluff through the technical round-table with the Ministry, but he also highlighted the existence of ongoing problems regarding the eligibility criteria for materials allowed in disposal sites, still far from European standards. Additionally, Carbonoli highlighted how the fixed costs of the demolition process, as well as the costs of disposal in general, have remained unchanged apart from the fluctuations of the value of scrap. The gathering concluded with some presentations by attendants in the audience, in particular by the large number of demolishers present who expressed the troubled times they are experiencing and asked for urgent support measures, including tax relief. Michele Simonetti, responsabile programma ELV di Ford Italia e rappresentante di UNRAE (Unione Nazionale Rappresentanti Veicoli Esteri), sempre in riferimento alla direttiva italiana per i veicoli fuori uso, ha parlato dei due principali obiettivi su cui focalizzarsi: la tutela ambientale e la sostenibilità economica del sistema. Fra gli obblighi della direttiva, Simonetti ha ricordato l’impegno preso dai produttori per l’organizzazione di un network di Centri di Raccolta. Negli ultimi 5 anni si contano 450 centri di raccolta distribuiti su tutto il territorio nazionale, e Simonetti ha specificato che Ford ne detiene il 40%, con un incremento di veicoli demoliti del 53% nel 2007. Se successi parziali si sono registrati con l’Accordo Quadro, meno soddisfacenti sono stati i provvedimenti sui materiali ad alto potere calorifico e l’ulteriore proroga per l’entrata in vigore delle nuove norme sulle discariche: questo il parere di Giorgio Manunta, direttore AIRA - Associazione Industriale Riciclatori Auto, secondo il quale esistono processi alternativi al passaggio in discarica, ma è necessaria un’attenta valutazione dei loro costi, affinché non si superino quelli europei. Secondo Manunta manca una forte competitività italiana nel sistema frantumazione: «Bisogna evitare l’export di carrozzeria all’estero e contemporaneamente l’im- 4 2009 portazione di rottame». D’accordo con le parole del direttore di AIRA anche Alberto Garbarini, direttore produzione del Centro Recuperi e Servizi: «Il car fluff potrebbe rappresentare un’opportunità: ottimizzandone il pretrattamento, si potrebbero separare i materiali riciclabili e ottenere un mix adatto alla gassificazione, processo grazie al quale si arriva alla produzione di energia elettrica». Garbarini ha presentato poi il progetto Target Fluff, una delle attività svolte nell’ambito dell’Accordo Quadro sull’ELV per la realizzazione di 3 differenti impianti pilota su scala industriale per il trattamento del fluff, che garantiscano le migliori prestazioni di efficienza energetica, ambientale e di sostenibilità economica e portino al raggiungimento del target nazionale di recupero energetico (5% dal 2006 e 10% dal 2015) e aiutino il raggiungimento del target di riuso e recupero (85% dal 2006 e 95% dal 2015). Luca Carbonoli di Assofermet ha espresso soddisfazione per il lavoro in corso sulla classificazione del fluff attraverso il tavolo tecnico al Ministero, ma ha altresì sottolineato il permanere di problemi circa i criteri di ammissibilità in discarica, ancora lontani dagli standard europei. Carbonoli ha inoltre evidenziato come i costi fissi del processo di demolizione, così come i costi dello smaltimento in generale, siano rimasti invariati a prescindere dalle fluttuazioni del valore del rottame. L’incontro si è concluso con alcuni interventi dal pubblico, in particolare da parte dei demolitori, che, presenti in sala in gran numero, hanno manifestato le difficoltà che il loro comparto sta vivendo, chiedendo urgenti misure di sostegno, fra le quali anche un appello a sgravi fiscali. alluminio e leghe 37
