On 7th September, 2016 at 6.30 pm there will be the opening
of the solo exhibition: “Lisa Borgiani. Il cerchio e l’ascesa”
(The circle and the rise), curated by Flaminio Gualdoni, in the
prestigious venue of Palazzo Giureconsulti in Milan, just a short
walk from the Duomo.
sound, a hypnotic mantra that is perpetually propagated in the
space, making the visitor live a physical and sensorial experience.
In the inner rooms of the magnificent sixteenth-century building a
dozen of photographs are exposed; shots in which the artist explores
places as possible scenarios in which to place her installations.
Born in 1979, Lisa Borgiani is a multi-talented artist who expresses
herself through photography, painting and installation.
Lisa Borgiani investigates the abstractly graphic shape of the
spiral, which represents a motion in which high and low, heavy
and light come together in a kind of reunification of contrasting
and opposing forces, in order to achieve that integration which
gives life to the ‘’final work”.
She has created installations in several areas, in Italy and abroad,
including: Treccia di Giulietta (Juliet’s braid), Molle su Scala Della
Ragione a Verona (Springs on the Ladder of Reason in Verona);
Molla in Adige (Spring in South Tyrol) and Molle su Ponte di Veja
(Springs on Veja Bridge), the interventions in Nan Tang Lao Jie in
Ningbo, China, at Villa Godi Piovene in the province of Vicenza
and at Palazzo Ducale in Sessa Aurunca (CE).
The artist now relates and interacts with the impressive space of
the porch of Palazzo Giureconsulti, with three more installations
consisting of large brightly colored suspended springs.
The curvilinear volume of the installations, subject to a constant
oscillation based on the movement of the air, produces a repetitive

One day, while I was painting the Brooklyn Bridge suspended by
giant springs, I thought: “What if I made it for real?”. From there
came the idea of the soft installations, lightweight plastic springs
able to deform, to review (and reconsider?) a space.
I guess it’s a dimension interchange process, I can not see an
installation without photography, where the idea is born.
I try to translate the symbolic meaning that it conveys: the
circularity of thought and history, the spiritual elevation...
Its very memory fascinates.
De-contextualising an object means to give it new meaning
and new life.

The British people voted on 23 June
2016 to leave the European Union
(EU). The government will negotiate
new arrangements with the EU
including on issues affecting British
nationals living and travelling abroad.
The negotiations to leave the EU
may take up to 2 years or more.
The government has made clear
that we want the legal rights of
British nationals living in European
countries, as well as EU nationals in
the UK, to be properly protected.
In the interim there will be no
immediate changes. During the
period of the negotiations, the UK
remains a full member, entitled to
all the benefits and obligations of
membership of the EU. This means:
Travelling within the EU:
passports and healthcare
• British nationals can continue to
travel freely within the EU using a
UK passport.
• There will continue to be no visa
requirements for British nationals
entering another EU country.
• British nationals can continue
to access healthcare during
temporary visits to EU countries
using the European Health
Insurance Card.

status as EU citizens and can
continue to work and live in EU

After the “Brexit” proceedings have ended (hopefully not before 20182019), many UK citizens living or working in Italy may no longer meet the
current visa requirements for non-EU citizens. Even though the European
Union is likely to change the immigration requirements in this regard, it is
interesting, in light of this new scenario, to analyze the current situation
in Italy and to check whether the land of the “Dolce Vita” has a program
for real estate investors - both for non-EU citizens at present and, if the
case may be, also UK citizens in the near future.
In 2011-12, Ireland, Portugal and Spain each launched their own specific
“Golden Visa” program, according to which an investor purchasing
property of a certain amount (for Spain and Portugal, in the region of
€ 350,000 - 500,000) would automatically obtain a fully valid residence
permit, generally for an initial period of one year and then renewable
for subsequent periods of two years. This program was very successful
in Portugal, where there is no requirement to reside and become tax
resident, and the minimum stay is very short: seven days during the first
year and fourteen days during each subsequent period of two years.
More than once, it seemed that Italy would have followed suit with its own
program. Such project would indeed be much appreciated by the Italian
public coffers if you consider that – as reported in the press – Portugal
welcomed more than 2,000 applicants per year drawing an investment
of 2 billion euro. This argument may of course convince the Government
to follow this path. At any rate, Italy does not at present have any such
program for real estate investors, but has instead focused, with varying
degrees of success, on a special program to encourage the creation
and development of innovative startups, in order to foster “sustainable
growth, technological development and employment, especially for
young people”, as well as to promote a new entrepreneurial culture.
The current Italian “residence scheme” is actually very different from the
“Golden Visa” program: non-EU citizens need an entry visa in order to
visit Italy. The applicant should go in person to their local diplomatic or
consular office in order to be interviewed on the specific reasons and
circumstances of the visit. The issuance of a Schengen visa generally
takes 15 days, but may take up to 60 days in some specific cases: it is
therefore advisable to apply three months before the planned departure
date. Applications must be accompanied by a valid travel document,
together with any supporting documents that may be required in order
to give evidence of the purpose of the visit, means of transport and
return, means of support during travel and sojourn, any accommodation
arrangements, etc.
Unless you wish to elect domicile in Italy, as an investor you may apply
for a business visa as a financial/commercial operator, i.e. a single/
multiple-entry short-stay Schengen visa. This kind of visa entitles you
to visit the Schengen countries for business up to 90 days within a 180
day period from the date of first entry (the stay may be either continuous
or of several visits, depending on whether the visa is single or multiple
entry: a single-entry visa allows uninterrupted stay, but once you leave
the Schengen territory, you cannot enter again without obtaining a new
visa; a multiple-entry visa allows multiple stays in the Schengen territory,
as long as the total length of the stay does not exceed 90 days in a given
180 day period from the date of first entry).

Your Vote Counts!
In order to vote in
the
November
2016
elections, all overseas
U.S. citizens need to have
completed a Federal
Post Card Application
(FPCA) in 2016. Whether
you are a first-time voter
or have already received ballots and voted absentee in
past elections, you must complete an FPCA each year to
participate in elections as an overseas absentee voter.
Follow a few simple steps to make sure that you can vote in the
2016 U.S. elections:
1. Request Your Ballot: Complete a new Federal Post
Card Application (FPCA). You must complete a new FPCA after
January 1, 2016 to ensure you receive your ballot for the 2016
elections. The completion of the FPCA allows you to request
absentee ballots for all elections for federal offices (President,
U.S. Senate, and U.S. House of Representatives) including
primaries and special elections during the calendar year in which
it is submitted. The FPCA is accepted by all local election officials
in all U.S. states and territories.
You can complete the FPCA online at FVAP.gov. The online
voting assistant will ask you questions specific to your state. We
encourage you to ask your local election officials to deliver your
blank ballots to you electronically (by email, internet download, or
fax, depending on your state). Include your email address on your
FPCA to take advantage of the electronic ballot delivery option.
Return the FPCA per the instructions on the website. FVAP.gov will
tell you if your state allows the FPCA to be returned electronically
or if you must submit a paper copy with original signature. If you
must return a paper version, please see below for mailing options.
2. Receive and Complete Your Ballot:
States are
required to send out ballots 45 days before a regular election for
federal office and states generally send out ballots at least 30
days before primary elections. For most states, you can confirm
your registration and ballot delivery online.
3. Return Your Completed Ballot: Some states allow you
to return your completed ballot electronically and others do not.
If your state requires you to return paper voting forms or ballots to
local election officials, you can do so free of charge at the nearest
U.S. embassy or consulate. Place your ballots in postage paid
return envelopes or in envelopes bearing sufficient domestic U.S.
postage, and address them to the relevant local election officials.
If it’s more convenient for you, you can also return your FPCA
or ballot to your local election officials via international mail or
professional courier service at your own expense.

Resources. Check out the FVAP links page for helpful
resources that will aid your research of candidates and issues.
Non-partisan information about candidates, their voting records,
and their positions on issues are widely available and easy
to obtain on-line. You can also read national and hometown
newspapers on-line, or search the internet to locate articles and
information. For information about election dates and deadlines,
subscribe to FVAP’s Voting Alerts ([email protected]). FVAP also
shares Voting Alerts via Facebookand Twitter.

When thinking about and planning to move to a new country, the number of
logistical preparations to take care of can seem endless. Especially if you are
moving not just by yourself, but with a partner and children in tow. Sorting out
housing, schools, cars, documents – documents! – and much more, add up to
many, many (wo)man hours of work.
You finally get each and every item crossed off the list, you arrive in Italy, and
here you are. Ready to begin your life abroad. How can you expect to feel?
Adjusting to a new culture is a process, and not always a linear one. There
are ups and downs, stops and starts, and in the beginning it can often feel like
one step forward, two steps back. But if you know in advance how the process
of cultural adaptation generally works for most people, you can weather the
highs and lows better, knowing that you will indeed eventually feel at home in
your new culture.
Stage One: The Honeymoon
You’re living in Italy! Wow! In this initial stage, experiences are new and exciting
and enthusiasm is high. You’re curious and interested, and the novelty of your
new surroundings is stimulating. Your interaction and involvement with your new
culture is still fairly superficial, more like a tourist than a resident. You’re intrigued
by the similarities and differences, and you generally feel energetic and positive.
In this early time of adjustment, it’s important to enjoy all the fun and
excitement, but also to remember that it’s a phase. Just like all relationships
that last, the heady, giddy days of early infatuation give way to deeper, more
challenging – and meaningful – levels of awareness and acceptance, and your
relationship with Italy will be no different.
Stage Two: Culture Shock
The bloom is off the rose. Where you first felt curious, you now feel critical.
Excitement has been replaced by frustration. The sense of newness and
opportunity has morphed into a sense of isolation and loneliness. You may
be feeling overwhelmed, homesick, anxious or helpless. You may think of
yourself as less competent. You are amazed at how you handled daily tasks
big and small in your home country with nary a thought, and you now find you
are undone by even the smallest of setbacks. You find yourself getting angry
that things don’t work “the way they should.” That almost every single thing
you want or need to get done takes infinitely longer, both because you have
to learn how to do even the most mundane tasks from scratch, and because
again, things just don’t work like they do back home.
During this phase, you may be missing all the people, places and things
that are familiar, as well as a sense of belonging. You are acutely aware of
the differences that separate you from those in your adopted country, and
the divide can feel isolating. Stereotypes and prejudices might surface and
you can start to have a less positive view of the culture and people. Small
frustrations or setbacks can feel like major catastrophes, and your coping
mechanisms are at an all-time low. How will you ever be happy here?
This is the most challenging phase of cultural adaptation and the time in
which it is especially important to have the necessary support and resources.
Seeking out people with whom you can openly discuss your experiences, e.g.,
fellow ex-pats, locals who have lived abroad and a professional counselor, can
all provide invaluable understanding, advice and encouragement. Just as the
honeymoon phase passed, so too will this more difficult time of culture shock
from living and functioning fully in your new country.

ATM transportation fees
Taxis in Milan
In Milan you may have noticed it's difficult to
hail a taxi. Most available taxis are found either
at taxis stands, usually near major metro stops
or they are reserved in advance. The meter
will start ticking once the taxi is heading in
your direction for pick up (not once you get
into the taxi). There are set fare to and from the
airports. Malpensa airport to the city center will
cost Euro 90, whereas from Linate Airport will
cost on average Euro 35 depending on where
you need to go.

There are different types of tickets for
traveling on Milan’s ATM transportation
network. Here are the most common fares:
Urban Ticket: (1.50€) valid for 90 mins.
One Day Ticket: (4.50€) valid for 24 hours.
Two Day Ticket: (8.25€) valid for 48 hours.
Weekly 2x6 Pass: (10€) Allows two rides per
day for 6 days in a week.
Carnet of 10 Standard Tickets: (13.80€)
Allows ten 90-minute rides.
