In September 2009, in accordance
with the Regional Law of the Health
care reform n. 5 of the same year, following the incorporation of the local
Healthcare Company n. 8 and the Hospital Umberto I, the Azienda Sanitaria Provinciale di Siracusa was born.
It is an Authority with legal personality under public law with corporate autonomy and headquartered
in Syracuse, corso Gelone, 17. VAT
01661590891.
The legal representative is the General Manager Dr. Salvatore Brugaletta.
The strategic mission of the company
is to ensure the protection of the health of both individual and social, of
the local and foreign resident population in their area to enable it the best
quality of life. This aim is pursued by
ensuring the availability and the access to different kinds of care, services
and benefits included in the Essential
Levels of Assistance (LEA), directly
provided by the company or by other
companies of the SSN, public or private but accredited, encouraging the
development of primary care as well
as clinical and organizational appropriateness. The Company also contributes to the achievement of the
broader mission of the SSR, ensuring
the organizational and managerial
aspects of general programs to reach
the objectives set by the Region.
The geographical area of the company coincides with that of the Pro-
vince of Siracusa; it covers a territory
divided into 21 municipalities with a
population of about 400,000 inhabitants.
The entire activity of the ASP is delivered through the services of the Territorial Area and of the Hospital Area.
The territorial area is divided into four
health districts:
the Health District of Siracusa, which
includes the towns of Siracusa, Buccheri, Buscemi, Canicattini B., Cassaro,
Solarino, A. Palazzolo, Ferla, Floridia,
Sortino, Priolo Gargallo.
The Health District of Augusta which
includes the towns of Augusta and
Melilli.
The Health District of Noto which includes the municipalities of Avola,
Noto, Pachino, Rosolini.
The Health District of Lentini which
includes the municipalities of Francofonte, Carlentini and Lentini;
The Hospital Area is divided into the
hospitals of Siracusa, Avola, Noto,
Lentini and Augusta.

Since 1st July 2014, the General Management of the ASP of Siracusa has been
entrusted to Dr. Salvatore Brugaletta, General Manager, assisted by the Sanitary

The Public Relations Office(URP) is designed to:
1. promote and improve the access and the use of services and performances
of the Azienda, ensuring the user the essential functions of:
information
welcome
protection
participation
2. organize and manage a permanent system of analysis and study on
the applications and health care needs, on the satisfaction of citizens and
users by promoting the administration of questionnaires, sample surveys
and thus helps to define the processes of readjustment of the services and
performances.
Safeguards and verification
INFORMATION
It is the main area on which the Office’s activities are developed. It gives the
citizen information on the activities and services of the ASP, accessing and
waiting times.
It is possible for the user to obtain information about the company’s services
by calling toll-free, the numbers listed in the table below or going in person
to the URP.
The information will be acquired immediately or subsequently as soon as
possible , by the staff of the Office , by phone or in writing to the address
of the user.

Welcome
The staff responsible for this function works closely to the voluntary
associations.
It welcomes people, listens to their needs, drives them through the
correct and efficient pathways, carries out functions of permanent health
education to all its stakeholders.
PROTECTION
Through the URP, ASP has the function to protect the citizens, by listening
to the complaints due to inefficiency and immediately activating all
initiatives aimed at overcoming the problem.
Receiving the complaint or the report, the Public Relations Office,
delegated by the General Manager, gives immediate response to user or
answers by letter as soon as possible and within the time limits set by the
“Regulations for Public Protection.”
Citizens can report a disservice filling out the form directly to the URP or
by sending a notice by mail, fax or e-mail.
PARTICIPATION
This function is guaranteed to the citizens in harmony with the principles
of transparency as per Law 241/90. The rules of application of this law,
homogeneous for the entire ASP, identifies the individuals and procedures
to gain administrative acts. The URP in this case receives the access
request and hesitates to the regulations in force. in order to encourage
participation to citizens, manifests the willingness to give suitable spaces
where voluntary associations can support users.

Territorial Assistance Facilities(the so
called P.T.A.)
The PTA are a new organizational method that puts users at the center of
the system, by identifying the target of the “Fragile patient” (chronicity,
disability, minors, elderly, etc.). They represent the point of privileged access
to the territorial network, they are associated with the CUP(Centro Unico
Prenotazioni).

Fragile patients office
P.U.A. (SINGLE POINT OF ACCESS): it is the place where every citizen can go for
any information related to the services of the ASP, to the provided benefits,
to the the terms and times of access. Looking in particular the elderly and
disabled, it is run by a staff of professionals who listen and analyze the users’
and their families’ needs, identify with them the most appropriate course of
treatment, accompany them at every stage.
The Single Point of Access is a new model of care, based on the so-called
“taking charge”, the result of the transition from the concept of the “cure” to
that of “taking care” of the individual in his complexity and totality of needs,
with a ‘particular attention to his family and the reference context.
PUA FUNCTIONS: it delivers 1st level activities through the offices of the front
office and the 2nd level activities of the back office.
Specifically, it carries out the following functions: Reception, listening and
evaluation of the claim for social and health care from any source it may come;

Information on the supply of health services; collection of reports; orientation
and addressing to other internal services (PPI, ADI doors, fragile patients
doors etc.) and external ones; demand management; initial assessment
of needs and staging; possible registration with the opening of a personal
folder; activation of UVM, when needed, for the definition of an intervention
plan; attention to links with other services including external ones.

FIRST AID POINTS (PPI) are the structures that are evenly distributed on the
territory and with hours of daytime activities articulated on weekdays from
8:00 to 20:00 and on pre-public holidays from 8:00 to 10:00 according to
local needs, they have clinical and instrumental skills adequate to cope and
stabilize, temporarily, emergencies until their assignment to the Emergency
room of the Hospital of reference and able to respond to situations of less
critical issues and low complexity. Their activation allows a rationalization of
the accesses in the Emergency Rooms

INTEGRATED MANAGEMENT CLINIC: it is a tool for the effective and efficient
management of chronic patients, heart patients and diabetics with low and
medium complexity, shared between GPs, which is the primary reference of
the individual patient, and the network of local professionals (Diabetologists,
Cardiologists, ophthalmologists, nephrologists, neurologists, nurses and
other professionals).

(A.D.I.)
It allows you to bring to the patient’s home care and rehabilitation services:
- Improving the quality of life of the user and his family;
- Avoiding improper hospitalization or admission to residential facilities;
- Anticipating the resignations whenever the health and socioenvironmental conditions permit it.

Care of the person and of his home in the event of temporary or permanent
reduced or full-term care (by municipalities).
The performances of nursing care and rehabilitation are provided by

Siracusa. The choice of the provider is free from the user or from his family
members.

MEANS OF ACCESS
The necessity of care needs can be reported to the operational district unit,
to the Single Desk home care at the PUA, by anyone who is interested.
To activate the service, you need the request of the General Practitioner or
Paediatrician.
If you want to access to ADI you need the simultaneous presence of the
following requirements or general conditions of eligibility:
- temporary or prolonged reduced self-sufficiency, defined in a precise and
standardized way through the use of appropriate rating scales;
- need of exclusively primary assistance, ie the absence of pathological
conditions of high risk or the need for highly specialized interventions or
complex technologies that require hospitalization;
- presence or ability to provide adequate support to the person, that is, the
presence of appropriate family or, in the event of his absence or insufficiency,
ability to ensure the presence of a supportive network (voluntary work,
neighborhood, etc.).
- availability of MMG or PLS of assisting the patient at home;
- suitability of housing conditions, or possibility to make them suitable
through interventions of housing assistance from the social services of the
municipality;
- affordability of care: the overall cost of integrated home care must not be
higher than the one in residential regime.
No fee is planned for health services. For the social provisions, the sharing
of user to the cost is related to the income (ISEE) and is paid with regard to
the regional legislation and municipal regulations.
The family doctor assists all citizens above the age of 14. Moreover, on
specific request, the family doctor can also assist children over 6 years.
The pediatrician assists citizens from 0 to 14 years, with the possibility of
following them up to 16 years on written request of the parents at the Zonal
Advisory Committee, if there are cases of specific diseases to be monitored.

which prior authorization by the Asp.

CHOICE AND WITHDRAWAL
The citizens who want to choose the family doctor and pediatrician should
go to the Register Office of Assisted home area (see table below). The offices
are open to the public every working day, except Saturdays, from 8:30 am to
12:30 pm - Tuesday and Thursday from 15.30 to 17.30.

It ensures continuity of care during the hours and days that do not require
the activity of the family doctor. You can access the service:
- Every day from 20:00 to 8:00
- Before holidays from 10:00 to 8:00 of the following day
- Saturday and holidays from 8.00 to 8.00 of the following day

SERVICES OFFERS
IIt itervenes in all situations of urgency-emergency that may occur at home,
on the street, in public places, workplaces, sports facilities, etc ... sending a
suitable rescue vehicle: ambulance with rescuer, ambulance with doctor of
emergencies on board, helicopter with anesthetist, or it can give advice by
telephone, activate the emergency medical service or the police.

24 hours 24 including holidays.
MEANS OF ACCESS
All citizens can use the service by contacting the Operations Centre with
the number 118 from any phone. The call is free from any telephone, no
need to coin or phone card.
COST
No cost to the user.
USEFUL TIPS
The 118 Operating Center is located at the Cannizzaro Hospital of Catania
and is headed to the provinces of Catania, Siracusa and Ragusa.
It is constantly managed by a responsible doctor, the critical area professional
nurses, who welcome the distress calls and assign a code of urgency: red
(severe impairment of vital functions), yellow (diseases that can be serious),
green (non urgent problems that can be solved by the family doctor or the
doctor on call).
Each request is examined through a quick interview with the user to be
able to assess in the best way the severity of the disease and consequently
to activate the means of assistance most suitable and closest to the locality.
It is therefore essential that the user remains calm and respond quickly and
as accurate as possible to the questions that are asked by the operator.
In particular it is necessary to report the exact address, what happened,
the number of people involved, the physical conditions: breathing,
consciousness, presence or absence of wounds.

It takes care of pharmaceutical care to the citizens in a direct form.
It is divided into two simple operating units and four district pharmacies:
• Territorial pharmacy
• Drug Surveillance - Drug Economy
Territorial Pharmacy: Siracusa Traversa La Pizzuta, ex ONP.
It is open to the public every day, except Saturdays, from 9.00 to 13.00, on
Tuesdays from 15.30 to 17.00.
It provides:
H Drugs;
Drugs foreseen from National and Regional Integrative assistance;
Drugs for cystic fibrosis;
Drugs for patients suffering from A.I.D.S .;
Drugs admitted to two-way distribution (PHT) and L.648 / 96;
OFF-Label Drugs
Cancer drugs;
Biologics.
In those cases where the so-called “innovative drugs” (Law 23 December
1996, n. 648) or drugs with direct distribution were necessary you must first
contact the ASB branches for the possible authorization and then withdraw
such drugs at local pharmacies and hospitals as you can see in the tables.

WHERE TO APPLY
The Outpatient Specialistic Assistance includes visits, specialist services,
diagnostic and laboratory tests.
The specialist services are provided, by reservation, from polyclinics of the
Districts and Hospitals and from the private accredited structures (see list on
page 86)
The share of health costs (for all non-exempt) may be paid at the appropriate
offices located within the company structures. Payment can also be made
with debit card, or by postal bulletin made available by the company, or at
authorized tobacconists.
In addition to the outpatient services provided at the company structures,
the citizen can require freelance activity (intramural), practiced at set times
from the doctors of which you can see the list on the web site www.asp.sr.it.

The Family Counseling Center is a social health service for prevention that
offers health care, psycho-social protection for the individual, the couple,
the family, responding to the health needs, health information, sexual and
emotional education to improve the quality of life.

Ultrasound in gynecology (office) and obstetrics (level I);
Consulting for preconception and infertility;
Control of physiological pregnancy; (Not the one at risk)
Courses of childbirth preparation with techniques and accompanying to

Counseling for issues related to menopause;

15) Procedures for granting damage resulting from blood transfusion
(Law no. 210); 16) Forensic medical visits to fitness for duty; 17) Forensic
medical visits on request of the judicial authority; 18) expertise in in the
field of measures of early interdiction from work for serious pregnancy
complications( Art. 15 D. L. 5/2012).
The issue of forensic medical certificates is subject to the physical presence
of the applicant and to the history and / or assessments that the doctor
deems appropriate to require
SERVICE ACCESS: It is direct with filling out forms to withdraw at the
counters. The cost depends on the rates foreseen for different health
services.
The performances referred to in points 2, 5, 15 are carried out exclusively
by the UOC from Syracuse (because these are issues to provincial value)

The Territorial Office for foreigners offers Foreign or EU nationals orientation, hospitality and information on health and social hospital and territorial services. It
releases the code STP (Temporarily Present Foreigner) to non-EU citizens without a
residence permit and the code ENI (European Not In rule) to EU citizens who don’t
have the necessary requirements for the enrollment in the SSN.
These codes allow you to access to health services and give right to urgent and
essential care. For any health problems, please turn to medical clinics listed on the
next page.
For the issue of the code STP identity document is not required, anonymity is guaranteed. For the issue of the code ENI identity document and tax code are however
required. Citizens of non-EU and EU who meet the requirements can enroll in the
National Health Service (NHS) and enjoy the same rights and duties as Italian citizens (family doctor, pediatrician, outpatient services, etc.).
MODE OF ACCESS
The immigrants Office is located in Via Brenta, 1 in Siracusa and is open Monday to
Friday from 8.30 to 13, and Tuesday and Thursday from 15.30 to 17.30.
