C
oncepito come edificio simbolo in
occasione dell’International Building
Exhibition (IBA) del 2013, l’edificio
sede dell’Hamburg’s State Ministry for Urban
Development and the Environment (Ministero per
lo sviluppo urbano e l’ambiente di Amburgo) ha,
di fatto, costituto la pietra fondatrice del nuovo
centro del distretto di Wilhelmsburg.
La sua presenza forte e significativa si propone
come esempio per la riqualificazione del quartiere
e lo sviluppo di un nuovo distretto sostenibile. Le
idee d’indirizzo dello sviluppo urbanistico date da
IBA per una città cosmopolita sono state raccolte
e composte in questo progetto dallo studio
d’architettura berlinese Sauerbruch Hutton.
Il risultato è un edificio che, pur ospitando
1500 impiegati, ha un consumo di solo 70 kW/m² h
all’anno per il riscaldamento raggiungendo
il cosìddetto KW70-Standard e ottenendo la
certificazione Gold dal German Sustainable
Building Council (DGNB).
Il complesso si compone di diversi elementi in
successione, diversamente orientati, caratterizzati
da volumi sinuosi e variopinti che creano un
impatto dinamico con il preciso intento di imporsi
come nuova ispirazione per la promozione della
riqualificazione dell’intero quartiere.
Il volume massiccio comprende una torre di dodici

piani che connette due ali aperte che si avvicinano
agli edifici limitrofi digradando in altezza. Le ali
sono composte da sette edifici a pianta triangolare,
indipendenti, a 5 livelli, che si aprono al pubblico
grazie alla presenza di spazi espositivi, un
ristorante e terrazze a verde. La torre è il fulcro
del progetto per la presenza di un foyer centrale
a piano terra concepito come un ampio spazio
pubblico a forum, arricchito dalla presenza di
una cupola a soffitto che gli conferisce la giusta
rilevanza. Dal foyer si raggiungono direttamente la
biblioteca, il centro congressi, lo spazio espositivo
e il ristorante. Gli uffici del ministero sono, invece,
dislocati lungo tutto il perimetro del grande
volume e si dipanano all’interno delle singole
“case”. In ciascuno dei corpi minori è presente

un atrio a tutt’altezza, illuminato da luce naturale,
che ospita i collegamenti verticali e, su ciascun
piano, un blocco servizi.
Sostenibilità ed efficienza energetica sono
quindi le parole chiave che hanno dettato lo
sviluppo esecutivo di un progetto attuale fuori
dall’ordinario. Dal punto di vista impiantistico le
strategie adottate sono all’insegna del rispetto
ambientale coprendo il poco fabbisogno energetico
con un impianto geotermico abbinato al sistema
di cogenerazione. Il sistema di distribuzione
è radiante termoattivo a soffitto sia per il
riscaldamento che per il raffrescamento. Esiste,
poi, un sistema di ventilazione naturale integrata
con aperture di 0,15 m2, diffuse in facciata e
abilmente mascherate e protette dalle intemperie,
che permette il free-cooling estivo.
L’aggiunta di schermature solari interne ed
esterne ai serramenti e la presenza di un elevato
isolamento a cappotto sotto al rivestimento
di ceramica delle facciate riducono i consumi
energetici per dispersioni e gli apporti solari
indesiderati.
La scelta di adottare un sistema di rivestimento
ceramico su un edificio così complesso ha
certamente richiesto uno studio particolare
che però ha portato vantaggi sia in termini di
resa estetica che, soprattutto, energetica, grazie
alla maggiore inerzia termica e all’integrazione/
occultamento dei sistemi di schermature e
di free-cooling.
La necessità di realizzare un nuovo spazio
pubblico rappresentativo che si adeguasse
alle necessità di orientamento del lotto,
di accessibilità e flessibilità delle funzioni e
di sostenibilità ambientale, è stata l’occasione
per attuare un intervento significativo per
avviare la rigenerazione urbana di un
quartiere depresso come nelle intenzioni
della municipalità.

Elemento caratteristico del progetto è
certamente la grande superficie delle facciate
(circa 20.000 m2) caratterizzata da elementi
di alluminio alternati a 9000 m2 di formelle di
ceramica di venti tonalità differenti alternate. Il
colore è stato applicato sulle formelle con un film
sottile e semitrasparente che lascia intravedere il
colore naturale. Le cromie delle facciate esterne
variano dal rosso al giallo, dall’arancio al rosa;
quelle dei fronti interni dal verde all’azzurro al
blu. I 26.000 pezzi ceramici di cui sono composte
sono stati appositamente progettati e realizzati
per adattarsi alla forma dell’edificio, in parte
lineari, in parte concavi e in parte convessi con
dimensioni spesso differenti con una varietà di
13.500 soluzioni. Tutti gli elementi sono fissati su
una sottostruttura metallica con clips invisibili
all’esterno a creare una facciata ventilata che
copre e protegge l’isolamento sottostante.
La forza del progetto non è solo la presentazione
di un edificio simbolo per il quartiere, ma di
proporre un modello energeticamente efficiente
e sostenibile. La facciata, prodotta dall’azienda
tedesca Gartner, gioca un ruolo chiave anche in
materia di efficienza energetica. Essa, infatti,
coniuga un elevato isolamento tradizionale
nelle porzioni opache con una grande superficie
vetrata composta da serramenti a triplo vetro con
integrato un sistema di ventilazione. Una serie di
aperture, dalla sezione netta di 0,15 m2 ciascuna,
sono installate su profili di alluminio accanto alle
finestre e perfettamente integrate in facciata.
Azionabili con una semplice maniglia sono
ricoperte, sul lato interno, con pannelli
fonoisolanti e rivestite con lamiere d’alluminio.
Il sistema risulta così protetto dalle intemperie
e permette un ricambio d’aria dietro i pannelli
laterali del rivestimento interno, grazie allo
studio della bioclimatica del sito e alla corretta
disposizione delle aperture per garantire una
ventilazione naturale e periferica.
Il sistema, composto di bocchette di captazione
di 34x200 cm, funziona soprattutto nel periodo
estivo, permettendo il raffrescamento naturale
dei locali interni durante le ore notturne senza
dover aprire i serramenti.

wind exposure has been taken into consideration to maximise the natural
ventilation and the available quantity of natural light; if on one hand the east
and west elevations have been reduced as much as possible, exposed to the
low morning sun and in the afternoon, the porosity of the ground floor, the
courtyards and the vertical connections are designed to channel the prevailing
winds (north-east and south-west) and to guarantee in this way a constant
movement of air in the open spaces.
For what concerns the articulation of the single buildings, the air conditioned
spaces have been reduced via the transformation of the typical enclosed
corridors of the mentioned protected balconies which, in the first instance,
guarantee open spaces which can be used in any weather condition, and also
constitute a climatic buffer capable of reducing, thanks to the shades, the
thermal stress on the envelopes.
The SUTD campus is therefore a sophisticated machine for teaching and
research, in which the climate, landscape and buildings co-penetrate to
cleverly re-interpret the traditional climatic comfort strategies to service an
innovative educational project.

TOWARDS THE REOUALIFICATION OF THE ENTIRE DISTRICT.
Conceived like the iconic building for the 2013 International Building Exhibition
(IBA), the headquarters of the Hamburg's State Ministry for Urban Development
and the Environment has essentially laid the founding stone of the centre of the
Wlhelmsburg district. Its strong and meaningful presence acts like an example
for the requalification of the area and the development of a new sustainable
district. The ideas for the direction of the urban planning given by IBA for a
cosmopolitan city have been gathered and assembled in this design by the Berlin
architectural studio Sauerbruch Hutton. The result is a building which, albeit
containing 1500 employees, consumes only 70 kW/m2h per year for its heating
reaching the so-called KW70-Standard and obtaining the Gold certification by the
German Sustainable Building Council (DGNB).

orientations, characterised by winding volumes with different colours which
create a dynamic impact with the clear objective of being imposed like a new
inspiration for the promotion and re-qualification of the entire district.
The solid volume includes a twelve-storey tower which connects two open curved
wings which get closer to the buildings nearby degrading in height. Each wing is
composed of seven independent "houses" with five levels which open to the public
thanks to the presence of exhibition spaces, a restaurant and green terraces.
The tower is the core of the project for the presence of a central foyer on the
ground floor conceived like a large public forum space, enriched by the presence
of a soffit dome which gives it the due relevance. From the foyer, it is possible to
directly reach the library, the conference centre, the exhibition space and the
restaurant. The ministerial offices are instead located alongside the perimeter
of the large volume and spread inside the single "houses". In each of the smaller
volumes there is a full height atrium, illuminated by natural light, which houses
the vertical connections and, on each floor, a service block.
Sustainability and energy efficiency are therefore the key words which dictated
the development of an unconventional project. From a service point of view,
the strategies adopted are towards the environmental safeguard covering the
reduced energy requirements with a geothermal system combined with the
co-generation system. The distribution system is a thermos-active radiant one and
it is located in the soffit both for heating and cooling. There is also a natural
ventilation system integrated with 0,15 m2 openings in the facade and cleverly
disguised and protected by the elements thus allowing the summer free-cooling.
The addition of internal and external solar screens and the presence of a high
external insulation under the ceramic cladding of the facade reduce the energy
consumption and the unwanted solar gains. The choice to adopt a ceramic
cladding system on such a complex building has certainly required a particular
study which however lead to advantages both in terms of aesthetic and, in
particular, energy results thanks to the larger thermal inertia and the integration/
disguise of the screening and free-cooling systems.
The need to create a new representative public space which was adequate to the
needs of orientation of the site, together with the accessibility and flexibility of the
functions and environmental sustainability, has been the occasion to put in
practice a significant intervention to start the urban regeneration of a depressed
area in line with the intention of the local council.
