Oltre la gestione dello scalo di Val da Rio e delle strutture annesse e connesse, l’Azienda camerale nel corso del 2012, nell’ambito degli scopi istituzionali previsti per lo sviluppo del porto di Chioggia, come stabilito dalla Legge n.84/94 – art.14 “Riordino della legislazione in materia portuale” ha svolto compiti atti alla programmazione, coordinamento e realizzazione di infrastrutture portuali. ProgrammazionE Approvazione variante Piano Regolatore Portuale per Isola Saloni da parte del Comune di Chioggia. In accordo di programma con l’Amministrazione Comunale, in base al Piano Regolatore Portuale vigente (Piano Gottardo, che prevede il completo trasferimento dell’attività commerciale in Val da Rio) e con riferimento al Masterplan predisposto dall’Azienda camerale, nel corso del 2012 si sono definite le direttive per l’intesa tra A.S.Po., Comune e Capitaneria di Porto di Chioggia per la variante al P.R.P. Tale variante prevede tutte le diverse progettualità previste per la riqualificazione urbanistica dell’intero quartiere di Isola Saloni, incentrata su indirizzi ACTIVITIES PERFORMED BY A.S.Po. Presidente Camera di Commercio di Venezia PLANNING Approval by the Municipality of Chioggia of the variant for Port Zoning Regulations concerning Isola Saloni In agreement with the Municipal Administration program, based on the existing Port Zoning Regulation (the Gottardo Plan, which provides for the complete transfer of businesses in Val da Rio) and in relation to the master plan prepared by the Company, in 2012 guidelines have been defined for the agreement between A.S.Po., the Municipality of Chioggia and Port Captain’s office, for the variation of the P.Z.R. 3 residenziali, sulla collocazione di infrastrutture a servizio del centro storico di Chioggia e su attività a vocazione turistica, quali la nautica da diporto e il traffico crocieristico; riqualificazione in parte ad oggi già iniziata.Inoltre consentirà una definitiva collocazione urbanistica del nuovo distretto della pesca. A breve si auspica di ottenere il voto definitivo da parte del Consiglio Comunale per la successiva trasmissione al Consiglio Superiore dei Lavori Pubblici. Escavo Fondali –8,50 Nell’ambito del progetto “ADEGUAMENTO AL PIANO REGOLATORE PORTUALE DEL CANAL LOMBARDO ESTERNO NEL TRATTO COMPRESO FRA FORTE SAN FELICE ED IL BACINO DI VAL DA RIO”, di cui A.S.Po. ha redatto la progettazione definitiva in attuazione della convenzione con il Magistrato alle Acque di Venezia, è in corso l’escavo per un primo stralcio operativo di circa 600.000 mc., che porterà la quota fondale a - 8,50 m dal m.m. Tali interventi sono appaltati da parte del Consorzio Venezia Nuova per conto del Magistrato alle Acque di Venezia e seguiti direttamente da A.S.Po. I punti di escavo sono individuati presso le banchine portuali del lotto Ovest di Val da Rio ed in buona parte nei pressi della boa verde d’accesso, al fine di migliorare la conformazione del canale di arrivo dalla bocca di porto, favorendo così le manovre di entrata ed uscita delle navi. L’Azienda inoltre ha predisposto un progetto per spostare i cavidotti di gas e fibra ottica che attraversano la bocca di porto di Chioggia, incaricando una ditta specializzata in rilievi batimetrici per la verifica dell’effettivo percorso delle tuba- 4 This variant includes all the various projects planned for the urban redevelopment of the entire district of Isola Saloni, focused on residential buildings, on the location of infrastructure serving the historic center of Chioggia and tourism-oriented activities, such as boating and cruise shipping; redevelopment today partially already begun. Inoltre si prevede di assegnare in diritto di superficie le aree destinate al sostegno delle Autostrade del Mare con l’insediamento di un distributore carburanti, provvisto di lavaggio per automobili e automezzi pesanti. L’intervento è vincolato all’approvazione delle intese con l’Amministrazione Comunale per la variante al Piano Regolatore Portuale. Il 26 giugno ed il 1° luglio 2012, in fase “sperimentale”, ha ormeggiato a Chioggia la FTI Berlin. Questa nave passeggeri, gestita dalla più storica agenzia marittima italiana (anno 1876) Hugo Trumpy di Genova, ha scelto lo scalo di Chioggia dopo un’accurata ricerca di mercato tra i porti con strutture moderne ed efficienti, come la Palazzina realizzata presso l’Isola Saloni, dall’A.S.Po. Chioggia. Con l’arrivo di nave Berlin si sono poste le basi di una concreta promozione e sviluppo di Chioggia, che si candida tra i più interessanti scali adriatici, con strutture all’avanguardia e primarie capacità professionali ed organizzative. Chioggia, nel corso del 2012 hanno individuato i termini per la costituzione di una società “Sea River Chioggia Cruise” in breve S.R.C.C. per la gestione di tali servizi e della stazione passeggeri. La società, che sarà costituita nel corso del 1° semestre 2013, avrà per oggetto l’esercizio delle attività portuali e ricettive conseguenti, connesse o complementari al traffico passeggeri nel Porto di Chioggia (Isola Saloni e Val da Rio), compresa la fornitura di tutti i servizi di ricezione, accoglienza e trasferimento dei passeggeri, eventualmente in collegamento con altre strutture logistiche o turistiche della zona e la gestione degli ormeggi di imbarcazioni, navi e navi da diporto. INFRASTRUCTURE CONSTRUCTION Realization Quay “A” After finishing the construction of western and southern batches of Val da Rio, A.S.Po. undertook also the performance of the eastern batch, as scheduled by existing Port Zoning Regulations. Avendo a disposizione delle economie risultanti dal ribasso d’asta in sede di gara, il Consiglio di Amministrazione dell’A.S.Po. ha determinato di procedere all’escavo a –8,50 m in fronte banchina A per ca. 35.000 mc. al fine di rendere operativa la banchina stessa. Il materiale di escavo verrà usato come riempimento per l’imbonimento di parte della canaletta in cui scarica attualmente l’idrovora Vallessella, prevedendo la posa in opera di una condotta al fine di mantenere operativo lo scarico stesso e garantirne il suo funzionamento. Banchina “A” 172 m Escavo fondali a -8,50 m Imbonimento canaletta 9 Logistica Stazione pax Isola Saloni Nel corso del 1° semestre 2012, a seguito confronti con le amministrazioni competenti, Dogana e Capitaneria di Porto, l’Azienda ha reso idonea la Palazzina per Servizi Portuali in Isola Saloni a recepire anche le nuove tipologie di traffico crocieristico, dotandola, mediante procedura negoziata in economia, delle strutture ed attrezzature necessarie ai controlli doganali per imbarco, sbarco, accoglienza ed attesa dei passeggeri in transito. Impianto fotovoltaico nal Val da Rio per il termi- Negli ultimi anni si è assistito ad un aumento di direttive europee e leggi nazionali per imporre regole che rendessero i porti più responsabili ed incoraggiassero uno sviluppo sostenibile, sottolineando il ruolo centrale che i porti possono rivestire nel ridurre l’intensità delle emissioni di Co2 all’interno della catena logistica. In tale contesto si è fatto strada il concetto di “Green Port”, basato sulla valutazione di metodi per ridurre il consumo di energia e per utilizzare l’energia stessa in modo più efficiente nelle aree portuali e nel ciclo logistico del trasporto merci. In tale scenario A.S.Po. ha abbracciato le indicazioni in materia di sostenibilità ambientale, promuovendo alcuni studi atti all’adeguamento delle infrastrutture portuali dello scalo in Val da Rio che gestisce direttamente. In regard, A.S.Po. has prepared a technical-economical feasibility study for the construction of a photovoltaic system on the roof of the approx. 10.000 square meters hangar in Western terminal at Val da Rio. Il progetto nasce anche dalla necessità di una manutenzione straordinaria alla copertura del magazzino, essendo stata oggetto ultimamente di ingenti danni a causa di eventi atmosferici eccezionali. Al fine del reperimento delle risorse economiche per la realizzazione dell’intervento, in attuazione dei dispositivi normativi previsti dal “quinto conto energia” emanato dal governo con DM 05/07/2012 (Gazzetta Ufficiale 10/07/2012 n.159) è in corso di revisione il bando di gara, così come la predisposizione del materiale per l’istanza di allaccio da presentare all’ENEL, tenendo conto anche delle analisi sismologiche in corso, per l’adeguamento della struttura alla nuova normativa sismica integrata dal Consiglio Superiore dei LL.PP. a seguito degli eventi che nel mese di maggio 2012 hanno interessato l’Emilia Romagna. Una vetrina dedicata a tutto ciò che è legato ad uno degli elementi naturali e fondamentali del pianeta: l’acqua. Che sia mare, laguna, fiume o lago. Lavoro, sociale, turismo, sport, ambiente e cultura; questo ed altro rappresentano OTTOBRE Blu, che in questa quarta edizione ha avuto come tema “Il mare: fonte di energie”. Tante sono infatti le “energie” che il mare per sua natura costantemente produce ed a cui l’uomo spontaneamente può attingere come risorsa economica per turismo, trasporto e pesca, come energia pulita e rinnovabile nonché come fonte di benessere psicofisico ed ispirazione nell’arte. Dal 13 al 21 ottobre, giunto alla sua quarta edizione, OTTOBRE Blu ha reso Chioggia, per nove giorni, teatro di appuntamenti, convegni, manifestazioni culturali e sportive, Chioggia has once again confirmed its 360° seafaring vocation repeating, even this year, OTTOBRE Blu, thanks to Special Company for the Port of Chioggia (A.S.Po.) and Venice Chamber of Commerce. It was a showcase dedicated to everything related to one of the natural and fundamental elements of the planet: water. Whether it is sea, lagoon, river or lake. Labour, social issues, tourism, sport, environment and culture: all this and more represents OTTOBRE Blu, which in this fourth edition focused on the theme “The sea: a source of energy”. In fact, there are many “energies” that the sea, by its very nature, constantly produces and which man can tap into spontaneously as economic resource for tourism, transport and fishing, as well as clean and renewable energy, source of mental and physical wellbeing and artistic inspiration. From October 13th to 21st, now in its fourth edition and for nine days, OTTOBRE Blu made Chioggia be the scene of events, conferences, cultural and sporting events, during which the city and its port 13 ponendo la città ed il suo porto all’attenzione di istituzioni politiche, sociali e culturali, dei più importanti media regionali e nazionali e soprattutto di migliaia di turisti e visitatori. Speciale Le mostre The exhibitions All’Isola Saloni, nel cuore della vecchia zona portuale di Chioggia, presso il Centro Polifunzionale dell’A.S.Po., sabato 13 ottobre, si è tenuta la tradizionale cerimonia di apertura, che ha dato il via all’edizione 2012 di Ottobre Blu. Tra i molti invitati, ospite speciale, il Parlamentare Europeo Amalia Sartori, Presidente della Commissione Industria, Ricerca ed Energia, che per prima circa trent’anni fa, nel 1986, ha “creduto” nelle potenzialità del porto clodiense, deliberando, quand’era in carica alla Regione Veneto, l’iniziale finanziamento per la realizzazione della prima banchina in Val da Rio. La giornata inaugurale è stata l’occasione per assegnare il XXI° “Barbotin d’Oro” alla memoria di Alfredo Boscolo Anzoletti, noto e stimato imprenditore chioggiotto operante nel settore dei lavori marittimi, prematuramente scomparso nel 2011, che nel corso della sua attività ha sostenuto costantemente lo sviluppo del traffico commerciale marittimo di Chioggia. Madrina di OTTOBRE Blu 2012, l’ingegnere Maria Teresa Brotto, amministratore delegato della società ingegneristica “Thetis” di Venezia, che ha simbolicamente “aperto” la manifestazione e le mostre in calendario. Due esposizioni, presso il Centro Polifunzionale nello scalo di Isola Saloni: ”Nel mare e per mare” e “Bragozzi e Burci: dalla meccanizzazione all’evoluzione delle reti da pesca”. At Isola Saloni, in the heart of the old port area of Chioggia, at A.S.Po. Polifunctional Centre, on Saturday October 13th, was held the traditional opening ceremony, which kicked off the 2012 edition of OTTOBRE Blu. Among many, as a special guest, we highlight the presence of MEP (Member of European Parliament) Amalia Sartori, Chairman of the Committee on Industry, Research and Energy, who was the first one, much more than twenty years ago, in 1986, to “believe” in the potential of the port of Chioggia acting, when she was in charge at Regione Veneto, the initial funding for the construction of the first wharf in Val da Rio. The opening day was an opportunity to assign the XXI “Barbotin d’Oro” in memory of Alfredo Boscolo Anzoletti, known and respected entrepreneur from Chioggia, working in the field of maritime works, who predeceased in 2011: a figure who, during its business, has steadily supported the development of the shipping traffic of Chioggia. A completamento della mostra il prezioso contributo della Fondazione Ansaldo di Genova che ha fornito un vasto ed originale repertorio video-fotografico sulla nascita e la storia della cantieristica italiana, elaborato per OTTOBRE Blu dal dott. Leonardo Tiberi. “Overboard and oversea”, edited by the notable Hydrographical Institute of the Italian Navy, which has proposed a review of nautical maps and antiques for investigations on the theme “History and evolution of cartography of the Adriatic and waters of Chioggia” and by “Aldebaran” Maritime Association of Trieste, which granted 121 scale reproductions of the most important ocean liners and Italian ships. To complement the exhibition, the valuable contribution of the Ansaldo Foundation of Genoa, which has provided a huge and original video-photo repertoire on the birth and history of the Italian shipbuilding, formulated for OTTOBRE Blu by Dr. Leonardo Tiberi. “Bragozzi e Burci: dalla meccanizzazione all’evoluzione delle reti da pesca”, curata dall’esperto Dalio Ballarin coadiuvato dall’Associazione Culturale “El Batèlo”, che ha offerto la possibilità ai visitatori di visionare oltre cinquanta modellini di imbarcazioni da pesca, filmati esclusivi e più di 250 foto inedite concesse da privati chioggiotti, a testimonianza dello spaccato sociale di cultura marinara chioggiotta nel ‘900. “Bragozzi and Burci: from the mechanization to the evolution of fishing nets”, edited by the expert Dalio Ballarin, supported by the Cultural Association “El Batelo”, which offered to visitors a chance for seeing more than fifty models of fishing boats, exclusive footage and more than 250 unpublished photos granted by city privates, reflecting the cross-section of the maritime culture of Chioggia during the XX century. Speciale stanti Il Centro Polifunzionale di Isola Saloni è stato invece possibile vedere, e soprattutto visitare, una rassegna di “imbarcazioni da lavoro e da pesca” della laguna veneta. Motopescherecci, unità di soccorso subacqueo ed idrografiche, barche da lavoro per lavori marittimi e potenti rimorchiatori. Trawlers, underwater rescue and hydrographic units, work boats for maritime tasks and powerful tugs. In concomitanza ad OTTOBRE Blu, il concorso per disegnatori fumettisti esordienti promosso da Clodia Comics. Gli organizzatori hanno proposto come tema “La rivisitazione di Chioggia a fumetti”, fornendo inoltre laboratori gratuiti per ragazzi e portando molti disegnatori ad esibirsi dal vivo in vari punti della città. In conjunction with OTTOBRE Blu, we had a budding cartoonists exhibition promoted by Clodia Comics. The organizers have proposed as theme “The review of Chioggia by comics”, also providing free workshops for children and bringing many artists to perform live in various parts of the city. Tre ufficiali della Alta Scuola di formazione della Marina Militare hanno premiato i ragazzi vincitori nel primo weekend delle regate di OTTOBRE Blu. La Capitaneria di Porto di Chioggia ha organizzato, a favore degli studenti delle scuole superiori, “Amare il mare”, un incontro informativo con esercitazioni sulla sicurezza in mare ed in particolare sulle attività di intervento antinquinamento da idrocarburi. Three officers of the Italian Navy High Training School has awarded the young winners in the first weekend of boat races during OTTOBRE Blu. Port Captain’s office of Chioggia has organized for high school students “Loving the sea”, an informative meeting with tutorials on safety at sea and, in particular, on the activities of oil pollution response. A solemn Mass for workers of the sea was officiated by H.E. General Vicar Mgr. Francesco Zenna, The following moment, at the docks of Isola Saloni, was the blessing of a memorial in honour of the four sailors from Chioggia, missing after the mysterious shipwreck of the merchant ship Hedia, in March 1962. I Convegni The meetings “Fiore all’occhiello” di OTTOBRE Blu 2012 i quattro convegni organizzati dall’A.S.Po. con prestigiosi interventi di esperti, studiosi, uomini del mondo della politica e della scienza, tecnici ed amministratori, dando un prezioso contributo culturale, creando nuove prospettive ed una rinnovata sinergia di intenti per lo sviluppo del porto di Chioggia. Reasons of “pride” for OTTOBRE Blu 2012 were the four conferences organized by A.S.Po., with outstanding talks by experts, scholars, men of politics and science, technicians and administrators, making a valuable cultural contribution and creating innovative perspectives and a renewed synergy of aims for the development of the port of Chioggia. “Autostrade Fluviali” è stato il convegno, moderato dal giornalista Rai Maurizio Crovato, in cui si è sostenuto il ruolo primario ed unico a livello nazionale di Chioggia nella navigazione fluviale, con lo scopo di migliorare le infrastrutture del sistema ricettivo marittimo ed idroviario del Nord Italia favorendo l’interconnessione multimodale con i nodi stradali e ferroviari che collegano l’Italia all’intera Europa; “Fluvial Highways” was the meeting, moderated by RAI journalist Maurizio Crovato, in which was affirmed, at a national level, the only and primary role of Chioggia, concerning fluvial navigation, with the aim of improving the infrastructure of the accommodation system of maritime and internal Northern Italy waterways, to promote multimodal road interconnections and railway networks, connecting Italy to the rest of Europe; 19 20 In “Città d’Acqua” si è discusso del rapporto tra città e porto. Per l’occasione gli Incursori del Comsubin, hanno effettuato un difficile lancio paracadutistico al limite delle condizioni di fattibilità, causa la scarsissima visibilità sia in quota che a terra, che sono atterrati, da specialisti quali sono, tra gli applausi delle migliaia di persone presenti. The significant presence of the Italian Navy, once again central to this edition, represented the consolidation of the relationship of collaboration between A.S.Po. and Navy itself, confirmed by the arrival at the docks of Isola Saloni landing craft “San Marco”, carrying the San Marco Regiment of Fusiliers, the aircraft component represented by the Naval Aviation helicopters EH101 and AB212, as well as the presence of the men of the Special Forces. For this special occasion, the Raiders of COMSUBIN performed a difficult skydiving launch at the limit of feasibility, due to the very low visibility both at high altitude and on the ground. In spite of this huge difficulty, as real specialists as they are, they landed among the applause of thousands of people, present there. Alla fine del XVIII secolo la facciata è stata impreziosita dalle statue in marmo dei santi Felice e Fortunato, proventienti dal vicino santuario di Sottomarina dedicato alla Beata Maria Vergine della Navicella. Ai due santi patroni della città è anche dedicata la cappella a sinistra del presbiterio, dove i visitatori più devoti possono inginocchiarsi davanti alle loro reliquie. La scelta dei materiali sembra esprimere la chiara volontà dell’architetto di separare l’interno dall’esterno e cioé quel che è sacro e silenzioso da quello che è quotidiano e chiassoso. At the end of the XVIII century, the façade was embellished by the marble statues of St. Felice and St. Fortunato, coming from the nearby sanctuary dedicated to Our Blessed Virgin Mary of the Navicella, in Sottomarina. The chapel on the left of the chancel is also dedicated to the two holy patrons of the city: here worshiper visitors can kneel down in front of their relics. Alla destra del Duomo si erge l’antico campanile in stile romanico, la cui cupola è stata completamente rifatta alla fine del XIX secolo. Al di sopra di esso si trova una lapide, risalente al 1347, sormontata da un bassorilievo rappresentante la Madonna col Bambino e i Santi Patroni, conosciuta dai più come Madonna del Riposo. La leggenda vuole, infatti, che sugli scalini sottostanti si sia seduto a riposare Papa Alessandro III, in fuga dalla città dalmata di Zara. All’interno, la grande navata centrale presenta due ordini architettonici, ionico e corinzio, con semicolonne terminanti in un cornicione che sorregge le ampie volte a crociera. Gli eleganti capitelli si distinguono dal colore più scuro rispetto alle pareti e presentano decorazioni floreali ed a voluta. Percorrendo le navate laterali, meno ampie e luminose di quella centrale, si incontrano what is sacred and silent from what is daily and noisy. Inside, the huge central aisle has two architectural orders, the Ionic and the Corinthian one, with half-pillars ending in a ledge supporting the wide cross vaults. Elegant capitals stand out from the walls for their darker color and they are decorated with scrolls and floral adornments. 29 Il campanile The bell tower gli altari minori, tutti decorati in modo ricco e festoso. Di notevole bellezza sono i pavimenti dell’altare maggiore e delle due cappelle laterali, dedicate ai santi Patroni e al Santissimo Sacramento: quest’ ultima, in stile pienamente barocco, si distingue per le ricche decorazioni. L’altare maggiore, opera dell’architetto padovano Alessandro Tremignon noto per la facciata della chiesa di San Moisè a Venezia, ospita scene istoriate con episodi della vita della Vergine e dei Santi Patroni, alternate a figure di putti che incarnano il gusto barocco dell’epoca. Curioso e raro a vedersi è il baldacchino in rame dorato di Bartolomeo Cavalieri (1667) che ricopre il maestoso pulpito. Vi sono circostanze in cui i media ci martellano di pseudoinformazioni declinate secondo l’emotività del momento o frutto di inchieste più o meno serie o, infine, di brevi sprazzi d’informazione legati al calendario, riassunti nella brevità del minuto. Raramente si ha l’opportunità di essere fortunati spettatori di immagini evocate dalle parole di chi proietta i propri ricordi sul grande schermo della memoria. Il 25 luglio del 1956, l’invidiata Ammiraglia di un’Italia che stava orgogliosamente risorgendo dalle macerie della Guerra incontrò un destino avverso, trascinando con sé negli abissi, oltre alle anime di innocenti passeggeri, anche la Verità. Ricorda chiaramente i minuti successivi, l’incredulità per quanto accaduto, la consapevolezza del fatto che la grande nave era stata colpita a morte. Ma ciò che più gli duole, e la sua voce venata da una malinconica rabbia lo testimonia, non è tanto la perdita della nave con le sue vittime, ma quella della verità, della dignità e dell’orgoglio. Ovvero il fatto che solo più di quarant’anni dopo, solamente grazie a una fortunata serie di coincidenze, l’equipaggio dell’Andrea Doria sia stato riabilitato, e che la figura di un’altra grande vittima di quel naufragio abbia potuto avere, benché postumo, l’onore che meritava. C’è una cosa, infatti, che sovente viene omessa e cioè che tutti e quarantasei i morti dell’Andrea Doria trovarono la morte al momento dell’impatto; e che solo grazie alla lucidità del suo Comandante non si ebbero ulteriori vittime tra le più di 1600 persone imbarcate. Pietro Calamai rivive nella descrizione di Giannini, e il rispetto per il proprio superiore è vivido. La questione “Città Metropolitana”, che continua a monopolizzare da alcuni mesi il dibattito politico e sui media, è indissolubilmente legata al futuro delle Camere di Commercio, tanto più per quella di Venezia, che è una delle dieci città italiane per le quali è stato istituito questo nuovo ente amministrativo in luogo della relativa provincia. Questo punto di partenza, peraltro logico, trae origine, in particolare, da due considerazioni. La prima è connessa alle funzioni che vengono assegnate alle Città Metropolitane, tra le quali figura (e spicca) anche lo sviluppo economico e sociale del territorio: va da sé che l’Ente camerale, il parlamento dell’economia della provincia, deve rappresentare in tal senso il primo interlocutore per il nuovo soggetto, e deve anche premere con forza su questo aspetto, che nel dibattito in corso è sovente - e ingiustamente - passato in second’ordine. The first is linked to the functions assigned to metropolitan cities, which include (and stands out) also the economic and social development of the area: needless to say that the Chamber, the “Parliament” of the economy of the province, must be, in this sense, the first point of contact with this new subject, and must also firmly press on this aspect that, in this ongoing discussion, has often - and wrongly - became secondary. Anche le Camere di Commercio, come la politica, sono chiamate a ripensarsi e va appunto in questa direzione la riforma varata nel corso dell’assemblea nazionale di Unioncamere, tenutasi proprio a Venezia lo scorso 28 e 29 ottobre. I presidenti degli Enti camerali italiani, all’unanimità, hanno approvato una proposta che, in sintesi, persegue una razionalizzazione dell’intero sistema per renderlo ancora più efficiente, il contenimento dei costi attraverso economie di scala per destinare quante più risorse possibili alle imprese e al tessuto economico locale, e la ridefinizione delle circoscrizioni territoriali di competenza con il criterio dell’equilibrio economico, fermo restando il mantenimento di un’adeguata diffusione sul territorio in modo da salvaguardare la vicinanza funzionale al tessuto imprenditoriale. Obiettivi che poi, mutatis mutandis, sono gli stessi alla base del passaggio dalle Provincie alle Città Metropolitane. Dunque, la Camera di Commercio di Venezia è prepotentemente chiamata in causa in questo nuovo assetto politicoamministrativo e dovrà diventare la “Casa delle imprese” della Città Metropolitana. Ed è essenziale che l’Ente camerale e tutte le categorie economiche vengano coinvolte fin dalla stesura dello Statuto della nascitura Città Metropolitana, al fine di poter rappresentare da subito le istanze del sistema socioeconomico locale. This one, to front this critical economic crisis, imposes clear-cut points to reduce public spending, relevant to all the public bodies and to every functional autonomy. Even Chambers of Commerce, as well as politics, must reorganize their structure; on this way goes the reformation enacted during last Unioncamere national assembly, which actually took place in Venice from 28th to 29th October. The Presidents of the various Chambers, unanimously, approved a proposal which, in few words, pursues a rationalization of the whole system to make it more efficient, the curbing of costs through economies of scale to allocate as many resources they can to enterprises and to local economies, and the restructuring of their own local districts with the criterion of the economic balance, subject to the maintenance of an adequate geographical spread in order to safeguard the functional proximity to the entrepreneurial sector. Objectives which, mutatis mutandis, are then the same ones at the origin of the shift from provinces to Metropolitan Cities. Therefore, the Chamber of Commerce of Venice is strongly implicated in this new politicaladministrative structure, and it’s going to become the “House of Companies” in the Metropolitan City. It is essential for the Chamber and all economic categories to be involved since ECONOmia La camera di commercio di venezia La Camera di Commercio di Venezia, con le sue 3 sedi dislocate nel territorio (Venezia - Mestre - Marghera), esercita le proprie funzioni nelle materie amministrative ed economiche relative al sistema delle imprese e svolge funzioni di supporto e di promozione degli interessi generali delle imprese stesse, con l’obiettivo di offrire: • • • • • • • • trasparenza degli operatori economici, tramite il registro delle imprese competenza e affidabilità di molte categorie di operatori economici, tramite la gestione e la tenuta di una serie di albi, ruoli, elenchi correttezza e affidabilità finanziaria degli operatori commerciali, tramite il registro informatico dei protesti sostegno allo sviluppo delle infrastrutture di interesse generale, tramite le partecipazioni societarie interventi di regolazione del mercato, tramite la tutela della proprietà industriale, le attività del servizio metrico, conciliazione ed arbitrato, tutela del consumatore, consulenza sui contratti commerciali ecc. interventi formativi e promozionali a favore dell’economia locale, della nuova impresa, dell’internazionalizzazione, ecc. sostegno alla cultura dell’innovazione e dell’impresa socialmente responsabile; azioni di valorizzazione delle risorse del territorio nanzi a questo momento di forte difficoltà, chiede soprattutto di interagire con un’istituzione che abbia tra le sue reali priorità quella di porsi come stimolo e motore per lo sviluppo e il riposizionamento competitivo del territorio: una Città Metropolitana che sappia essere snella, per dare risposte a una delle maggiori esigenze e del sistema imprenditoriale, quella della semplificazione amministrativa, e che aiuti concretamente le imprese con azioni in sussidiarietà con il nostro Ente camerale. Come Camera di Commercio di Venezia stiamo lavorando da tempo a questo progetto, anche in collaborazione con le Università del territorio (in particolare di Venezia e di Padova) e le rappresentanze sindacali delle imprese, dei lavoratori, dei consumatori e delle professioni: lo scorso settembre, ad esempio, abbiamo promosso anche un grande convegno sul tema, dal the drafting of the Statute of the unborn Metropolitan City, in order to be immediately active to represent the instances of local socio-economic system. Which, beyond many speeches, especially in front of this moment of great difficulty, calls especially to interact with an institution that ,has among its real priorities, to act as an incentive and driving force in the development and the competitive repositioning of the territory: a Metropolitan City that knows how to be “slim”, to give answers to one of the greatest needs of the business system, the administrative simplification, and to help companies with concrete actions in subsidiarity with our Chamber. As Venice Chamber of Commerce we have been working for a long time on this project, in cooperation with local Universities (especially Venice and Padua ones) and with Union representatives of businesses, workers, 39 titolo “Neopolis: verso la Città Metropolitana”, proprio per sollecitare il dibattito dal punto di vista del mondo economico. Il nostro Ente camerale intende pertanto garantire il suo supporto massimo al progetto, ma ribadiamo anche l’assoluta necessità che vi sia la rappresentanza delle imprese fin dall’avvio dei lavori dello Statuto: è necessaria una assoluta simbiosi tra le componenti sociali della politica e dell’economia. Rispetto, poi, alla specificità della nostra Città Metropolitana e del coordinamento con la Camera di Commercio, si aprono due scenari, e qui il discorso si ricollega al percorso di affinamento del proprio ruolo sul territorio intrapreso dal sistema camerale. Il primo scenario riguarda l’opzione che la Città metropolitana, come previsto dal Decreto sulla Spending Review, coincida con il territorio provinciale di Venezia. In tal caso, il primo tema riguarda l’assetto del territorio; è certamente fondamentale che Città Metropolitana e Camera di Commercio dialoghino sulla struttura del territorio: i piani regolatori per le attività produttive le infrastrutture, con particolare riferimento ai porti, il recupero del territorio stesso. È indispensabile che le due entità compartecipano a queste attività, dato che si tratta dell’humus che permette mantenimento delle attuali imprese e lo sviluppo di nuova imprenditorialità. In questo contesto andranno anche ripensati i luoghi fisici delle attività, con una valorizzazione dei centri storici, anche attingendo a fondi comunitari che riguardano proprio le città e su cui le Città Metropolitane de40 consumers and the professions: last September, for example, we organized a large convention on the theme, entitled “Neopolis: towards Metropolitan City”, just to stimulate the debate from the point of view of the economic world. Our Chamber will therefore ensure its maximum support to the project, but we also reiterate the absolute necessity of a delegation of the enterprises since the beginning of the Statute drafting: in fact, it’s needed an absolute symbiosis between politics and social components of economy. Talking them about the specificity of our Metropolitan City and the coordination with the Chamber of Commerce, there are two scenarios, and here the debate is related to the path of refining its role within the territory, started via the Chamber itself. The first scenario is the option that our Metropolitan City, as provided by the Decree on the Spending Review, coincides with the province of Venice. In this case, the first issue concerns land use planning; it is certainly important that Metropolitan City and Chamber of Commerce dialogue on the structure of the territory: the zoning for productive activities, infrastructures, with particular reference to ports, and land recovery itself. It is essential that these two entities operate together to these activities, because we’re talking about the humus which allows the maintenance of existing businesses and the development of new entrepreneurship. In this context, it will be also redesigned the physical location of activities with a valorisation of historic centers, also by ECONOmia vono svolgere il ruolo di primo attore nel reperimento delle risorse. Da questo emerge anche la necessità che, pur essendo indiscussi e indiscutibili il primato, il valore e l’assoluta funzione di traino della città di Venezia, la Città Metropolitana non sia “Venezia centrica” ma, soprattutto dal punto di vista economico e sociale, essa sappia fare sintesi delle diverse esperienze del territorio, puntando a valorizzare le sue eccellenze, in particolare quelle economiche. In questo contesto si inserisce anche la storica ma “nuova” sede di Venezia della Camera di Commercio, in calle Larga XXII Marzo, a San Marco, il cui oneroso intervento di restauro è ormai ultimato e che, già dalla sua imminente riapertura, vuole porsi come polo di scambio tra culture imprenditoriali nazionali e internazionali, con l’obiettivo di attrarre maggiori investimenti nella nostra città. Inoltre, sarebbe opportuno anche un ragionamento pratico che, in un regime di sussidiarietà, conduca la gestione della tapping into EU funds regarding actually cities and on which Metropolitan Cities will have to play the leading role in obtaining resources. Anche la gestione di risorse come quelle per i bandi di finanziamento alle imprese dovrebbero avere una cabina di regia unica che ne permetta un miglior utilizzo ed anche la copertura di maggiori fasce di attività: una funzione, questa, su cui, la Camera di Commercio di Venezia, per competenze e qualità, potrebbe senza dubbio assumere un ruolo centrale. Ma anche e proprio nell’ambito del già citato percorso di riordino strutturale intrapreso dagli Enti camerali - nell’ottica del riallineamento delle risorse e delle competenze con un’attenzione da un lato al buon utilizzo delle risorse economiche stesse, dall’altro allo svolgimento delle funzioni in forma associata (si vedano quelle sull’ambiente, il cui ufficio unico per le Camere venete fa capo qui da noi a Venezia) per poter sbloccare ulteriori risorse per le imprese -, la sfida della Città Metropolitana per questo territorio sarebbe ancor più entusiasmante nella ipotesi che la città d Venezia si allarghi come area metropolitana a Treviso e Padova, in quanto potrebbero essere potenziate azioni sinergiche tra aree contigue per lo sviluppo del sistema economico a 360 gradi. E lo studio realizzato dalle Università di Padova e Venezia presentato nel corso del convegno promosso lo scorso 29 settembre dimostra proprio questo: il futuro, le opportunità, la competitività risiedono proprio nelle aree metropolitane vaste. 42 administrative part of the Provinces dedicated to the company to the Chamber of Commerce, as well as those activities related to the development of tourism policies. Besides, the study carried out by the Universities of Padua and Venice, presented during the conference organized last September 29th, shows what we’ve just said: future, opportunities and competitiveness reside precisely in large metropolitan areas. Un “gigante” a Chioggia Val da Rio ospita la Motonave LAKE ONTARIO Il 5 febbraio 2013 alle banchine di Val da Rio ha fatto scalo la motonave LAKE ONTARIO, gigante commerciale proveniente da Nikolaev (Ucraina). Dopo aver lasciato il punto di fonda in rada esterna, la Lake Ontario, unità del 2004 battente bandiera dello stato Antigua & Barbuda, con i suoi 186 mt di lunghezza, 24 metri di larghezza, con un pescaggio di c.a. 10 mt derivante dalle oltre 26.000 tons di mais stivato a bordo, ha iniziato le operazioni di allibo in rada per essere successivamente movimentata a banchina con un pescaggio di 6.70 mt. Un’importante operazione di allibo di c.a. 20.000 tons svolta dalla Romano P. – unica e più moderna nave galleggiante per allibo dotata di braccio idraulico – che, dall’ottobre 2012 ha ripreso la sua attività, grazie alla società Allibo Adriatico S.p.A. Proprio lo stesso Amministratore Delegato Dott. Davide Calderan ha affermato che si tratta dell’ottava nave dalla ripresa dell’attività e si ritiene molto soddisfatto di quanto si sta facendo da ottobre ed in particolar modo dell’ingresso nel porto a Chioggia della Lake Ontario, che infatti solitamente dopo le operazioni di allibo le navi fanno rotta verso Venezia. Questa rappresenta una tangibile testimonianza della validità ed operatività del porto di Chioggia. Oltre 5.000 tons di mais sono state stoccate allo stato estero nei magazzini doganali di A.S.Po. Rilevante è stato il coinvolgimento di numerosi operatori portuali che, hanno operato con coesione professionale: l’Agenzia Marittima Duodo si è avvalsa dell’attività dell’impresa portuale SORIMA, per le operazioni di stoccaggio merce e dell’impresa portuale IMPREPORT per le operazioni di sbarco merce in banchina; le pratiche doganali sono state curate dal doganalista Aldo Angelini, agente locale della SAGEM Srl mentre fondamentale si è dimostrata la collaborazione dalla locale Capitaneria di Porto, la perizia tecnica del Gruppo Ormeggiatori e della Coorporazione Piloti di Chioggia e Porto Levante, che con l’ausilio di due rimorchiatori della Rimorchiatori Riuniti Panfido hanno condotto ed ormeggiato l’unità in banchina. “Questa operazione commerciale – ha aggiunto il Presidente di A.S.Po. Giuseppe Fedalto – rappresenta la concretizzazione degli innumerevoli sforzi di cui l’Azienda si è fatta carico nel corso degli anni, impegnata da un lato per la realizzazione delle operazioni di escavo del canale d’ingresso e delle banchine, ma al tempo stesso, per la promozione della navigazione fluviale, innata connotazione ed eccezionalità geografica dello scalo di Val da Rio, unico a livello nazionale per l’interscambio fluvio-marittimo…” L’arrivo di questo colosso commerciale a Chioggia, avvenuto a pochi giorni dall’inizio del 2013, rappresenta di fatto un buon auspicio per l’anno portuale, sia da un punto di vista di mero prestigio che di attività produttiva dello scalo; mai come in questa occasione, A.S.Po. in primis, unitamente a tutta la portualità clodiense, nell’ambito della pesante situazione economica che da qualche anno grava sul commercio internazionale e sulle operazioni portuali, si augura che questo arrivo sia testimonianza del proverbio “il buongiorno si vede dal mattino.“ 47 A.S.Po. A “giant” in Chioggia Motor vessel LAKE ONTARIO at Val da Rio On February 5th 2013 at the quays of Val da Rio stopped over M/V LAKE ONTARIO, commercial giant coming from Nikolaev (Ukraine). After having left the roadstead point, M/V Lake Ontario, sailing under the flag of Antigua & Barbuda from 2004, with its 186 meters of length, 24 meters of width, with a draught of about 10 meters resulting from over 26.000 tons of corn stowed aboard, has begun the operations of lightening to be moved subsequently to the quay, with a draught of 6.70 meters. An important reduction of weight around 20.000 tons, carried on by Romano P. – the one, only and most modern floating ship for these operations, provided with a hydraulic arm - which, from October 2012 restarted its activity thanks to Allibo Adriatico S.p.A. Actually its Managing Director himself, Mr. Davide Calderan, interviewed by phone call, declared that this is the eighth ship from the restart of the activity and he is very pleased with what it has been done from October up to now and, in particular, with the entry of Lake Ontario in the port of Chioggia; in fact, once completed the operations of lightening, ships usually lay up for Venice: so this is a tangible proof of the validity and efficiency of the Port of Chioggia. Over 5.000 tons of corn, coming from Ukraine has been stored at A.S.Po. Customs Warehouse for foreign countries. Besides, it was relevant the involvement of many port operators which worked with wholeness. Nautical agency Duodo took advantage of portual enterprises SORIMA, for storage operations, and IMPREPORT, for disembarking ones; customs bureaucracy looked after by Aldo Angelini, local agent for SAGEM Srl, while fundamental was the cooperation of our Port Captain’s office, the know-how of the Mooring Group and the Piloting Corporation of Chioggia and Porto Levante which, thanks to two tug boats of Rimorchiatori Riuniti Panfido, have guided and moored the motor vessel at docks. “This commercial operation, added the President of A.S.Po., Giuseppe Fedalto, represents an embodiment of the countless efforts of which our company took charge over the years working, from one side, to the implementation of projects of excavation of the incoming channel and docks but, at the same time, also for the promotion of inland waterway navigation, an instinctive connotation and a geographical exceptionality of the stopover at Val da Rio, nationwide unique example for the interchange and fluvial-maritime interoperability”. The arrival of this commercial giant at Val da Rio, which took place just a few days after the beginning of 2013, is in fact a good omen for the coming year, both from the point of view of mere fame for the Port and for productive activity; never quite like this time, A.S.Po. at first, together with all the portual community of Chioggia, in such a difficult economic situation which, over recent years weighs on international trade and maritime operations, hopes that this arrival coincides with the truth always hidden behind the famous motto “you can see how things will end by the way they begin...” 48
