Ai Direttori di Campo livello FEI Alla CNUG PC: Ai CR FISE Roma, 15 gennaio 2014 Dipartimento SO OGGETTO: MODIFICHE REGOLAMENTARI FEI 2014 Gentili Signori, Vi inviamo questo documento, alla vigilia della stagione agonistica 2014, contenente un sunto delle modifiche apportate dalla FEI relativamente ai regolamenti della disciplina del Salto Ostacoli e alle General Regulations. Certi che la conoscenza di tali aggiornamenti Vi sarà indispensabile per l’espletamento dei Vs ruoli per la stagione 2014, Vi sollecitiamo a voler prendere visione diretta dei documenti FEI originali disponibili sul sito. Cogliamo l’occasione per inviarVi i più cordiali saluti, Il Dipartimento Salto Ostacoli 1. DRAFTS & CSI‐CSIO Requirements Sono disponibili sul sito della FEI i drafts 2014 da utilizzare per la compilazione dei programmi delle manifestazioni internazionali e il documento relativo ai requisiti per CSI/CSIO (sito FEI →organisers→jumping). Per quanto riguarda il documento “invitation system” per CSI3*/4*/5* è consultabile all’interno delle FEI Jumping Rules, denominato Annex V.
2. LONGINES RANKING RULES Sono state aggiunte alcune specifiche relativamente a gare che offrono montepremi costituito da denaro e oggetti di valore considerevole; sono state inoltre aggiunte alcune ulteriori tipologie di formule di gara che sono escluse dal conteggio del ranking (e.g. Knock‐Out, Hit and Hurry etc). Si rimanda alla consultazione integrale del documento.
3. REQUISITI FEI PER ISCRIZIONI Come noto, la FEI ha istituito nel 2013 un nuovo sistema per l’iscrizione dei cavalieri tramite il FEI online Entry System per la disciplina del SO (integrato dal sistema di iscrizione on‐line FISE) unitamente al conseguente caricamento diretto dei risultati dei concorsi internazionali di SO sul sito della FEI attraverso lo stesso sistema. L’operazione relativa ai risultati viene svolta dalla Federazione centrale per conto dei Comitati Organizzatori, una volta ricevuti i dati del concorso dalla segreteria abilitata responsabile del concorso. Avvisiamo che questo nuovo sistema di caricamento dei dati è più rigido del precedente e nello specifico non consente in alcun modo il caricamento dei risultati di binomi non identificati correttamente dal loro numero FEI (ID) o non registrati per l’anno in corso. A questo proposito si fa presente che irregolarità rappresentate da:  Mancata registrazione o mancanza di ID del cavallo e/o cavaliere  Mancata iscrizione attraverso il sistema FISE/FEI on‐line de binomio comportano automaticamente la SQUALIFICA del binomio E’quindi fatto obbligo: 1. Ai Comitati Organizzatori e alle Segreterie di Concorso di non autorizzare tassativamente la partecipazione di binomi non regolarmente iscritti tramite il sistema on‐line FISE/FEI 2. ai cavalieri prima di iscriversi o fare richiesta di partecipazione a concorsi internazionali verificare che sia l’atleta sia il cavallo siano provvisti di ID FEI nonché siano in regola con la registrazione FEI per l’anno in corso, tramite la consultazione del “FEI database” sul sito FEI www.fei.org. e in caso provvedere a regolarizzare la propria posizione prima che il concorso abbia inizio. Come già comunicato la FISE ha stabilito sanzioni per quei Comitati Organizzatori e Segreterie di concorso che non rispettino tali regole (cnf. circolare del 17/12/13 Prot. N11315). 4.
STEWARDING In attesa di implementare il regolamento relativo allo Stewarding, secondo il quale gli assistenti stewards dovranno essere almeno di 1° livello FEI, la FEI ha deciso di concedere anche per il 2014, (per dare modo alle Federazioni di adeguare le proprie liste secondo i relativi requisiti) che il ruolo di Assistente steward possa essere svolto da Stewards di livello nazionale di esperienza – a partire da gennaio 2015 gli assistenti Steward dovranno obbligatoriamente avere almeno la qualifica FEI di Level 1. Si ricorda che la FISE raccomanda che nel novero degli assistenti steward almeno il 50% sia rappresentato da Stewards di livello FEI.

3.1.A National Event (CN) is limited to national Athletes who shall take part according to the regulations of their NF. Foreign Athletes may only take part, subject to the appropriate laws if applicable, as specified under paragraphs 2 and 3 below or under Article 119. 3.2. Individual foreign Athletes, other than "Athletes Living Outside their Country of Nationality" (Article 119.6), may take part in CNs provided they have obtained written permission from their own NF and from the NF of the OC concerned. Permission must state the exact period for which it has been granted and the home NF of individual foreign Athletes shall indicate their level in writing so that they are entered in Events of appropriate level. 3.3. Not counting "Athletes Living Outside their Country of Nationality" (Article 119.6), a CN with more than 4 NFs and/or more than fifteen (15) foreign Athletes is allowed if it would be within the requirements of a CIM. If a CN under such conditions takes place, there will be no ranking or qualification points earned. 3.4. Any other CN with more than four (4) NFs and/or more than fifteen (15) foreign Athletes (not counting "Athletes Living Outside their Country of Nationality" as per Article 119.6) is not allowed. If a CN under such conditions takes place, there will be no ranking or qualification points earned. Furthermore, after consultation with the NF, the OC can be subject to further sanctions and eventually to a fine in an amount commensurate with the violation and taking into account the circumstances of the violation and possibly up to the total prize‐money paid out at such Event, if any. 3.5. All other Events in which foreign Athletes may take part must be classified as CIs. Art. 109 – organizzazione di eventi – Assistenza medica/veterinaria 10. OCs of International Events must provide adequate medical and veterinarian assistance at the Event as indicated below. 10.1. Medical assistance: (i) the on‐site presence of personnel trained in emergency medical care; and (ii) an appropriate medical emergency action plan for the evacuation, emergency treatment, and transport of injured Athletes. To this effect, OCs must refer to the guidelines issued by the FEI and published on the FEI’s website www.fei.org. 10.2. Veterinarian assistance: See the Veterinary Regulations. 10.3. The Sport Rules may contain additional medical and veterinary requirements and compliance with such requirements is mandatory. Art. 109 – avant‐programmi 2.3. The Schedules approved and published by the FEI shall be binding as if they were incorporated within the relevant Rules and/or Regulations. The FEI will not approve any Schedules when the closing dates for Entries have already passed. Art. 113 – registrazione e idoneità alla partecipazione dei cavalli/cavalieri 1. All Athletes and Horses must be registered with the FEI, and their own NF, or where appropriate with their host NF, before they can be entered and permitted to take part in an International Event, unless otherwise specified by the Sport Rules. (See also Article 119‐ Sport Nationality Status of Athletes and Chapter V Horses). 2. NFs are responsible for registering all Athletes and Horses and shall ensure that such Athletes have the appropriate corresponding sport nationality pursuant to Article 119. NFs are also responsible for unregistering any Athlete and/or Horse that are not competing anymore for any reason. 3. Any Athlete and/or any Horse not registered with the FEI and/or not fulfilling an eligibility requirement shall be automatically disqualified, unless compelling circumstances warrant otherwise. 4. An Athlete and/or Horse, even if registered with the FEI, is not eligible to participate in an International Event or National Event (and so may not be invited by an OC to such Event or entered by an NF in such Event) if that Athlete and/or Horse has participated, in the six (6) months prior to the first day of the International Event or National Event in question, in an Unsanctioned Event. 5. For purposes of Article 113.4, an ‘Unsanctioned Event’ is an event and/or a competition that is neither published in the official Calendar nor authorised by an NF. 6. An Athlete, Chef d’Equipe, Owner, or NF may challenge the application of Article 113.4, or seek a waiver thereof in exceptional circumstances, by application to the Secretary General. A denial of that application may be appealed to the FEI Tribunal, such appeal to be heard on the papers without a live hearing unless the FEI Tribunal orders otherwise. Art. 133 – diritti commerciali 1. The ownership of the FEI title and FEI logos; the titles, logos, and Competition formulae of all FEI‐named Events are vested with the FEI. 1.1. The FEI owns all Official International Ranking Lists and is the beneficial owner of any and all intellectual property rights which may now or at any time in the future exist anywhere in the world in respect of any data or information resulting from the ranking of Athletes and Horses competing at the Events and Competitions held under its authority. 1.2. The FEI is the absolute and outright legal and beneficial owner of any and all intellectual property rights which may now or at any time in the future exist anywhere in the world in respect of any data or information relating to the Events. No one may collect or exploit any data or information relating to the Events and Competitions without the FEI's prior written authorisation. To the extent any such person or entity is deemed to own or control rights to such data or information by operation of applicable law, that person or entity hereby assigns to the FEI all such existing and (by present assignment of future rights) all such future rights (including intellectual property rights and other proprietary rights) in that data or information. NFs are allowed to use, free of charge, the data of the Events held in their territory and the data of their Athletes JUMPING RULES regardless of where they compete. In addition, OCs shall also be entitled to use, free of charge, the data of their own Event. 1.3 The FEI has the exclusive right to exploit the aforesaid properties through all media, including new media, Internet and TV in all its forms, as well as for sponsorship, betting, and marketing purposes according to the conditions set forth in paragraphs 2 and 3 below. Art. 135 – pubblicità e attività promozionale su cavalli/cavalieri 1. Athletes participating in an Event agree to be filmed, televised, photographed, identified, interviewed and otherwise recorded during the Event for the purposes of the media coverage of the Event (by means of all and any media throughout the world in perpetuity) and the promotion of the sport. Athletes therefore assign with full title guarantee in perpetuity to the FEI all rights of any nature in any such recordings. Athletes agree that their name and image and any photographs and moving images taken of them at an Event may be used by the FEI and/or OC for the purposes of publicising the Event and promoting the sport. (consultare articolo integrale) 4. The FEI shall be entitled to require that an armband be worn by Athletes ranked #1 on an Official International Ranking List at Events. 5. Failure to wear such armband where and when required after being notified to do so by an Official and/or the FEI, shall result in a Yellow Warning Card, being issued to the Athlete unless exceptional circumstances apply. Art.200.5 – specifiche circa l’impiego di video
Competitions must be fair for all Athletes. To achieve this objective, the use of all technical assistance available including but not limited to official video recordings is permitted to assist FEI Officials in carrying out their responsibilities under FEI Rules & Regulations. For official video recordings to be accepted under the FEI Rules & Regulations, they must be presented to the President of the Ground Jury within 30 minutes after the official results are announced. An official video recording is considered to be a recording made by the designated host broadcaster and/or any other accredited broadcaster and/or a designated official video recording company as named by the OC and/or the FEI prior to the Event in question). Videos recorded by any other entity are not acceptable under any circumstances. A review of the video recording is solely at the discretion of the President of the Ground Jury. If the Ground Jury relies on video evidence to alter the outcome of any Competition after the results have been communicated, such a video recording must contain irrefutable evidence that the original ruling or decision was incorrect. A video recording may never be used to establish the time of an Athlete’s round (see JRs Art. 229.5). The use of a video shall always be within the confines of the applicable rules and must never by its usage alter the rules currently in effect. With reference to the water jump the decision of the water jump judge is final. (see JRs Art. 211.8) Art.200.6.2 – diaria per ufficiali di gara 6.2 Expenses for Officials 6.2.1. The OCs shall meet the travelling, accommodation and meals Expenses of all Officials. 6.2.2. FEI appointed Officials whose Expenses are to be paid by the OC shall be appointed with the agreement of the OC. 6.2.3 A per diem allowance of minimum one hundred Euros per day per Official must be offered to all FEI Officials at Events. 6.3 For expenses at other FEI Championships, FEI World Cup™ Finals, FEI Nations Cup™ Finals and Olympic Games see the specific rules for these Events. Expenses at Regional Championships and Regional Games are left to the discretion of the OC. Art. 200.8 ‐ Calendario The dates of all CSI5*, CSI5*‐W and CSIO5* Events shall be approved by the FEI Secretary General two years prior to the year in which the Event is to take place. The dates of all FEI World Cup™ Western European League Events must be entered in the FEI calendar by 1 October three years prior to the year in which the event is to take place and shall be approved by the FEI Secretary General two years prior to the year in which the Event is to take place. Consequently, applications for the dates of CSI5*, CSI5*‐W outside of Western Europe and CSIO5* Events to be inserted in the FEI Calendar must be received by the FEI Secretary General by 1 October two years prior to the year in which the Event takes place and the dates of FEI World Cup™ Western European League Events must be received by the FEI Secretary General by 1 October three years prior to the year in which the Event takes place. For late date applications and/or modifications of CSI5*, CSI5*‐W and CSIO5* Events received between 2 October two years prior to the year in which the Event is to take place and 1 October one year prior to the year in which the Event is to take place, any NF and/or OC of a 5* Event already entered in the calendar that may be deemed to be affected by the acceptance of such late date application and/or modification shall be given the opportunity to provide its opinion and if objecting to the late addition or modification of dates must explain the reasons for the objection. After an evaluation of the reasons for an objection, the Secretary General may accept the late addition or modification. For late date application and/or modification of CSI5*, CSI5*‐W and CSIO5* Events received after 1 October one year prior to the year in which the Event is to take place, the procedure established in GRs Art. 112.7 will apply. CSI5* Events are not permitted to clash with FEI World Cup™ Western European League Events unless the OCs involved are in agreement; CSI5* Events are not permitted to clash with the FEI World Cup™ Jumping Final. CSI5*, CSI5*‐W and CSIO5* Events are not permitted to clash with the FEI Nations Cup™ Jumping Final. Art. 204 ‐ percorso/misurazione 1. The Ground Jury must walk the course to inspect it before the start of the Competition. The course is the track, which the mounted Athlete must follow when competing from passing the start in the correct direction up to the finish. The length must be measured accurately to the nearest metre taking account, particularly on the turns, the normal line to be followed by the Horse. This normal line must pass through the middle of the obstacle. 2. In Championship Competitions, Olympic Games, Nations Cup and Grand Prix Competitions, the President of the Ground Jury or his designee must ensure that the Course Designer has properly measured the course. At Championships, Finals, Games and all 5* Events, the President of the Ground Jury or his designee must walk the course with the Course Designer to ensure that the course is properly measured with a wheel. In exceptional cases, the Ground Jury may alter the time, if the conditions as mentioned in JRs Art. 204.3 apply. Art. 205 – grafico 1.The Course Designer must give the Ground Jury a copy of the course plan showing accurately all the details of the course. An exact copy of the course plan given to the Ground Jury must be posted as close as possible to the entrance of the arena, at least 30 minutes before the beginning of each Competition. For all Competitions the track as measured by the Course Designer must be indicated on the course plan that is posted prior to the Competition. Art. 208.7 – specifica su rispetto delle altezze massime rispetto al materiale impiegato 7. The limits on the height and spread of obstacles set forth by these JRs and in the definite Schedules must be observed with the greatest care. However, if it should happen that a maximum dimension has been marginally exceeded as a result of the material used for construction and/or by the position of the obstacle on the ground, the maximum dimensions set forth will not be considered as having been exceeded, providing every effort has been made to not exceed the maximum dimensions specified in the Schedule with the material available. The time of a round, recorded in seconds and in hundredths of a second, is the time taken by an Athlete to complete the round, plus the time correction (see JRs Art. 232) if any. The time awarded to the Athlete starts running either upon crossing the starting line as per Art. 226.2 or upon expiration of the 45‐second countdown (see JRs Art. 203.1.2), whichever occurs first. It extends to the moment when the mounted Athlete crosses the finishing line in the correct direction, after having jumped the last obstacle. 2. The round starts when the mounted Athlete passes the starting line in the correct direction for the first time after the bell has been rung. It extends to the moment when the mounted Athlete crosses the finishing line in the correct direction, after having jumped the last obstacle. 3. A display board, clearly visible for the Athlete, must show the 45‐seconds countdown.
Art.242.2.8 – segnalazioni di abusi e/o maltrattamento 2.8. all cases of abuse and/or ill treatment of Horses reported by a member of the Ground Jury or of the Appeal Committee or by a Steward, or by any other person to an Official (see GRs Art. 142.2) including, but not limited to, cases arising under VRs Art. 1034 (Standard Method of Examination for Limb Sensitivity); Art.245.5.1 – ordine di partenza del barrage in categorie qualificanti per Longines Rankings 5.1 The order of starting in the jump‐off of an individual Competition counting for the Longines Rankings may be established in reverse order of the Athletes’ times in the previous round as an alternative to the same starting order used in the previous round. The method of establishing the starting order in the jump‐off must be stated in the Event Schedule; if not specified, the starting order will be the same as in the previous round. Art.246.7 – ostacoli nel barrage 7. A maximum of two additional single obstacles may be added to the course of a jump‐
off. Both obstacles must be on the course during the course inspection or will be built from obstacles of the previous round or rounds. These obstacles may consist of two spread or two vertical obstacles or one spread and one vertical. It must be clearly indicated both on the course plan and at the obstacle(s) in question, whether the obstacle(s) may be jumped from either side or just from one side. If an obstacle included in the previous round(s) is jumped from the opposite direction in the jump‐off, the obstacle is considered as one of the two additional obstacles allowed. A vertical in the first or second round may be converted to a spread obstacle or vice‐versa in the jump‐off, in which case it will be considered one of the two additional obstacles. Art.254.1.1 – specifiche relative alle età dei cavalli Si rimanda alla consultazione integrale dell’articolo. Art. 249 – inviti a CSIO 5. The maximum number of individual Athletes of the host NF allowed to compete in CSIOs of all categories (with the exclusion of FEI Nations Cup™ Division 1 Events) is 30; the maximum number of Athletes in the official Teams is six. Art. 254 – età dei cavalli 1.1. Horses entered for Olympic Games and World Championships must be at least nine years of age. Horses entered in Continental Championships, FEI World Cup™ Finals, Regional Games and Regional Championships must be at least eight years of age. As an exception, Horses may be entered in Regional Games and Regional Championships from the age of seven years, providing the height of obstacles in these Regional Games and Championships does not exceed 1.40 m. Horses entered for CSIO3*–5*Events, CSI3*–5* Events and all FEI World Cup™ Events except the FEI World Cup™ Final must be at least seven years of age. However, CSIs for Young Horses from the age of six years may be held at these Events. Horses entered for CSIO1* and CSI1*‐ 2* Events must be at least six years of age. Horses entered for CSIO2* Events at which the Nations Cup Competition is built to the dimensions set forth in JRs Art. 264.3 for 2* Events must be at least six years old; Horses entered in CSIO2* Events at which the Nations Cup Competition is built to the dimensions set forth in JRs Art. 264.3 for 3* Events or higher must be at least seven years old. Art. 255 – partecipazione di atleti Children, Juniores e Young Riders (cnf. anche Annex IX e XII) Si rimanda alla consultazione integrale dell’articolo. Artt.256.1.1/2/3/4/5 e 2.4 – modifiche relative alla tenuta e al copricapo protettivo rigido 1. Dress 1.1. Athletes are required to wear correct dress when appearing before spectators and are required to dress in accordance with JRs Art. 256.1.5 and Art. 256.3.1.2.1(e). when they are competing or during the presentation of prizes. 1.2. When inspecting the course, dress must be neat and tidy. In any case, riding boots, white or light fawn breeches, a long‐ or short‐sleeved shirt and a white tie or choker must be worn. Shirts must have a white collar; long‐sleeved shirts must have white cuffs. 1.3. In bad weather, the Ground Jury may allow the wearing of a greatcoat or waterproof. In very warm weather, the Ground Jury may allow Athletes to ride without a jacket. 1.4. It is compulsory for all persons to wear a properly fastened protective Headgear with a three point retention harness at all times when mounted. An Athlete who loses his Headgear or whose retention harness becomes unfastened during the course of his round must recover and replace it, or in the case of the retention harness becoming unfastened must refasten it. The Athlete is not penalised for halting to retrieve his Headgear and/or refasten the retention harness, but the clock will not be stopped. An Athlete who jumps or attempts to jump an obstacle with a retention harness incorrectly fastened will be eliminated unless the circumstances rendered it unsafe for the Athlete to stop immediately in order to refasten the harness (e.g. if the harness becomes unfastened in the middle of a combination or one or two strides before teh obstacle in question. As an exception to this rule Senior Athletes may be allowed to remove their Headgear while accepting prizes or during the playing of the National anthem only; they must refasten their Headgear prior to the lap of honour. 1.5. Civilians are required to wear the uniform or dress approved by their NF, a red coat or a black coat, white or light fawn breeches, black or brown boots. Other dark coloured boots may be approved at the discretion of the FEI. Shirts may have long or short sleeves and must have a white collar; long‐sleeved shirts must have white cuffs. A white tie or choker must be worn. If a jacket is not worn shirts must have sleeves, either short or long sleeves are permitted. 1.6. Members of the armed services, police and gendarmerie, members and employees of military establishments and of national studs may wear civil or service dress. 1.7. At the discretion of the Ground Jury, Athletes who are improperly dressed may be refused permission to take part in the Competition. 1.8. Only the NF‐official jacket may be worn by Athletes in Nations Cup Competitions, at Regional, Continental and World Championships and during the Competitions at Olympic and Regional Games. Black, red, navy and green jackets with collars of the same colour cannot be registered. Team member jackets must be the same colour. Athletes not complying with this rule will be fined with CHF 1’000 (one thousand Swiss Francs) by the Ground Jury. In addition, the Athlete will be requested to leave the arena and will not be permitted to return until the jacket complies with the rules for participation. 1.9. Disputes about colours are to be referred to the FEI Secretary General whose decision is final. 2. Salute 2.1. In all Competitions that take place in an arena under the jurisdiction of a Ground Jury, each Athlete must salute the President of the Ground Jury as a matter of courtesy, unless the President of the Ground Jury gives other instructions. The Ground Jury may refuse to start an Athlete who has not saluted. The Ground Jury may also fine the Athlete (see JRs Art. 240.2.7). For special reasons the Ground Jury, in consultation with the OC, may decide whether or not Athletes are required to salute prior to the commencement of each Competition. The OC in agreement with the President of the Ground Jury must instruct the Athletes to salute Heads of State when present, and may do so if there is a special guest occupying the official box. 2.2. Athletes should salute during a march past parade, presentation of prizes and during the playing of anthems. 2.3. For special reasons the Ground Jury may decide that the salute is not necessary. 2.4. Athletes may not remove their Headgear when saluting. Raising the whip or lowering the head is considered an appropriate salute. The maximum entry fee per horse that may be charged for the European Jumping Championship is EUR 400. For other Continental Championships reasonable entry fees may be charged and must be approved by the FEI. 8.1. Prize money is not allowed at Events for Children. 8.2. Prizes in kind must be awarded at Events and Championships for Children according to the provisions of Article 9 of the Rules for Young Riders and Juniors. No obstacle at a CSICh or a CSIOCh may exceed 1.30 m in height and 1.40 m in spread, except in case of a jump‐off, which must consist of a minimum of six obstacles and a maximum of eight obstacles of which a maximum of four may be built at the maximum height of 1.30 m. Refer to Art. 23 for the maximum height of obstacles at the Continental Championship. 2. No banks, mounds or ramps are allowed. A water jump with a maximum spread of 2.50 m, over which is placed a vertical obstacle with any number of poles but with the use of FEI‐approved safety cups, is allowed; this obstacle is judged as a vertical obstacle, not as a water jump (see JRs Art. 211.10). 3. Liverpools are allowed. Art 17 – speroni ammessi 3. Dark coat or club uniform coat, white or fawn breeches or jodhpurs with boots and white shirt and tie or choker are allowed. Spurs are optional but if used must be made of smooth metal. If there is a shank it must not be more than 4 cm long, measured from the boot to the tip of the spur, and must point only towards the rear; the end of the shank must be blunt. If the shank is curved, the spurs must be worn only with the shank directed downwards. Rowels are not permitted. Hammer spurs are allowed provided they meet the above requirements. Metal or plastic “Impulse spurs” with round hard plastic or metal knobs and “Dummy spurs” with no shank are allowed. Spurs with flat disks are allowed. 2. For Children competing on stallions, a designated adult must be responsible for the supervision of the stallion during the Horse Inspection and Veterinary Examination. To be considered an “Amateur Owner” : Athletes may participate in all Amateur Competitions from the year in which they reach the age of 14 years. Athletes from the year in which they reach their 12th birthday until the end of the year in which they reach their 13th birthday may participate in Amateur B Competitions.
