Tax Credit can be applied for by Italian executive production companies that produce films or
part of films on commission from foreign production companies on Italian soil.

The External Tax Credit can only be accessed by companies that are not part of the film production
process that invest in the production of Italian films through profit sharing agreements.

The purpose of the fund is to promote and enhance the cultural heritage and natural landscapes
of the Valle d’Aosta region by supporting the production of films, audiovisual and multimedia
projects. It is also meant to stimulate and support local employment and improve the qualifications
of professional resources.
The Fund for the development of audiovisual production has been running since 2012. The film
fund provides funding for four different types of project and is the instrument through which the
Film Commission supports film and audiovisual productions.

to specific instruments for the audiovisual sector. In terms of international promotion Anica,
in collaboration with the competent public institutions, is developing an activity of consolidation in mature markets and opening new
opportunities for the internationalization of the
audiovisual companies and of the Italian audiovisual product.

that represents the Italian film, audiovisual
and multimedia industries in dealings with political and union institutions while establishing
relations with all the key players in the promotion of films and communication products in
Italy and abroad. Within Italy’s Federation
Confindustria Cultura Italia, ANICA is a member of Confindustria (the Italian Industry Confederation), actively representing the film
industry. The association is divided into three
sections: producers, distributors and technical
enterprises (printing and development, film studios and sound-sets, equipment rental, editing,
audio and video post-production, dubbing and
transport).
As Academy of Motion Picture Arts and Sciences’ representative in Italy, ANICA selects
Italy’s Oscar candidate for best foreign film.

the Italian Pavillion at the Cannes MIP-TV and
MIP-COM events since 1995. It has worked
with the Italian Foreign Trade Institute (ICE) on
the coordination of Italian participation in the
Natpe (USA), the MIP-ASIA (Hong Kong and
Singapore) and the Shanghai TV Festival
(Shanghai), DISCOP WEST ASIA (Istanbul),
and has co-organised several International
Meetings on coproduction.
APT is also the creator of the RomaFictionFest,
a festival entirely devoted to TV products, now
in its 9th edition. Furthermore, in 2014 APT
launched the 1st edition of the “International
Doc&Factual Agorà dedicated to the factual
programs.
Together with the Association of Film Producers
and Distributors (ANICA), APT founded MIA, a
project on internationalization that, first of all, is
going to organize the MIA Market of Rome
(October 16th-20th).
PT was established in 1994 and is the Italian association representing and promoting the interests of independent drama,
entertainment, documentary and animation
media companies. 55 independent production
companies are members of APT: their productions accounts for over 80% of the overall
turnover of this sector.
This vast participation of Italian independent
producers in APT qualifies this Association as
the “main representative” of this category, thus
entitling it to act in the name and on behalf of
its members in the negotiation and stipulation
of economic, associative and union agreements, organizing and ensuring the proper operation of all shared services concerning fiscal,
legal, technical assistance and advice matters,
for public relations and relations with the press.

Launched in January 2014, Creative Europe
with a budget of 1.46 billion euros, brings together a Culture sub-programme, which provides

television, new media and games.
The MEDIA sub-programme of Creative Europe
supports the EU film and audiovisual industries
financially in the development, distribution and
promotion of their work. It helps to launch projects with a European dimension and nurtures

he Fondazione Cinema per Roma renews
its commitment to promoting film at the local,
national and international level, with the aim of
strengthening the synergy between Rome and
the seventh art from both an artistic and cultural
point of view as well as enhancing the industry’s strategic role in driving the economy.
It is important to stress that investing in the partnering of Rome and cinema is one and the
same as investing in the country’s economic
growth, given the city’s central, strategic importance to the film industry in Italy and beyond. Seen from this perspective, the Rome
Film Fest, produced by the Fondazione Cinema per Roma, served as further proof of the
city’s role as a film capital and represented a
step forward in turning the fest into a worldclass event.
The success of the Rome Film Fest is the result
of a joint effort involving many actors: the
local government institutions – Roma Capitale, Lazio Region, Città Metropolitana di
Roma Capitale, Chamber of Commerce, Istituto Luce Cinecittà and Fondazione Musica
per Roma – and the private partners, BNL
Bnp Paribas first among them, whose eco-
nomic support keeps the event vital and help
it to grow.
They are bolstered by a host of other institutional partners, from the Ministry of Culture to
the Fondazione MAXXI and the Centro Sperimentale di Cinematografia along with the entire range of industry players, all of whom share
our commitment to promoting quality cinema,
bringing it to audiences, and supporting it in
all its aspects, as an art and as an industry.
The Film Fest is certainly the most complex production organised by the Fondazione Cinema
per Roma. However it is accompanied by an
ever-lengthening list of year-long initiatives
(CityFest) and other activities designed to promote film culture and publicise it at all levels:
by championing an audiovisual/film district in
Lazio, encouraging youth employment in the
industry, enhancing the city’s profile as a key
player in the film field, and helping audiences
become informed and knowledgeable consumers of the best of world cinema.

Members of the IFC Network are based in most

MIA runs in Rome from October 16 to 20, during
the Film Festival 16 to 24.
MIA is both a content market and matchmaking
hub. A European market with an innovative and

TV premieres; a co-production market of the most
interesting film and documentary projects; a hub
for analyzing and discussing TV drama and a

T
he Italian state acknowledges film as a "fundamental means of artistic expression, cultural development and social communication"
and also considers "film production as having
cultural relevance, partly as a result of its economic and industrial significance" (article 1 of
the Italian Legislative Decree no. 28 of 22 January 2004.) In accordance with this principle,
the state provides economic support for film production through the Film Department of the Ministry of Culture: the Directorate-General Cinema.
Directorate-General Cinema promotes and coordinates initiatives for the development and improvement of film production and the distribution
of national films in Italy and abroad and, in
league with the Ministry of Foreign Affairs and
International Co-operation, encourages and fosters film exchanges and co-productions with foreign countries through international reciprocity
agreements.
Directorate-General Cinema supports the film
industry during all production and distribution
phases with two types of actions: direct support
and indirect support.
Direct support entails support funding for the
development, production and distribution of
Italian films, including international co-productions. Direct production support involves both
selective and automatic funding programs. For
works at the project stage the support is selective and is granted to works that have cultural
relevance while for works that have already
been completed the support is governed by automatic mechanisms based on the film's theatrical revenue. A conspicuous part of direct
support is also invested in the promotion of film
culture by providing financial support for festivals, showcases, events, film archives, conferences and publications. Direct support is also
provided for cinemas that show experimental
and quality films in addition to contributions to
improve movie house facilities.
Indirect support is guaranteed by means of tax
incentives that provide tax rebates for film production and distribution and the digitalisation
of cinemas.
Tax credit can be accessed for the production
of Italian films - including international co-productions - as well as foreign film productions
filmed on Italian soil. For Italian films tax credits
can be granted to investors that are not involved
in the film industry so they may provide funds
for production. Since 2015 a tax credit system
is also in place for audiovisual productions,
mainly for television and web broadcasts.
Once again, the support is also granted to foreign productions for expenses incurred on Italian soil.
The Directorate-General Cinema also supports
three sector institutions: Istituto Luce - Cinecittà,
that is involved in the development and promotion of Italian film in Italy and abroad, the distribution of quality film productions and runs the
extensive film archive; the Centro Sperimentale
di Cinematografica (Experimental Film Centre),
that includes the historic National Film School
and the National Film Archive; the Venice Biennale which organises the oldest and highly
prestigious International Film Festival.
