Dear PRIA Members and Guests:
Welcome to the 2014 Annual Conference in Long Beach, Calif. It’s been eight years since PRIA last met in California so we are
pleased to have many of our West Coast members in attendance. And Long Beach is a friendly and walkable city loaded with
restaurants and sightseeing for those taking some extra time to visit the area.
“Uncharted Territory – Traditions in Transition” is our theme and our programming reflects many of the current issues that the
industry is facing including property fraud, web-scraping, redaction of specialized public records, to name a few. From federal
government initiatives to concurrent work group sessions, attendees should find programs that meet their needs and from which
they can learn to better serve their constituents and customers.
PRIA was established as the standard-setting body for the property records industry and is committed to not only bringing
both government and business the tools they require to engage in eRecording, but also providing guidelines to other business
processes that affect the everyday workflow.
We are delighted to welcome Earl Epstein back to PRIA again this year. A pioneer in the field of GIS, Dr. Epstein has authored a new
book titled, “Modernizing American Land Records: Order upon Chaos,” and will give the luncheon address on Thursday, August 28.
If you are not a member, then I urge you to consider making the commitment while you are at the conference. The PRIA
membership year runs from August 1 –July 31, so you are at the beginning of a new cycle. There is a membership application
(for both government and business) included in this program.
On behalf of the PRIA Board of Directors, I want to recognize the Annual Conference Planning Committee whose members have
worked tirelessly for the past five months to schedule the speakers, develop working sessions and plan social opportunities for
this event. Their commitment to the success of this year’s Annual Conference has been invaluable. Please take a moment over

Dean Wallraff is an attorney and executive director of Advocates for the Environment, a public-interest law firm and environmental
advocacy organization. He represents public-interest groups such as the Sierra Club, Center for Biological Diversity and the
California Native Plant Society in environmental, land-use, water-law and open-government litigation. He recently represented the
Sierra Club in a lawsuit in the California Supreme Court to obtain Orange County’s GIS land-parcel data under the Public Records
Act. His other practice areas include, tree law, trail-access law, foreclosure-relief litigation and general civil litigation. He is a

eClosing, eMortgage, eRecording - A Better Consumer Experience
Noerena Limon is a policy analyst at the Consumer Financial Protection Bureau (CFPB) in the Office of Research Markets and
Regulations and is the project lead for the “Know before You Owe, Closing Time Initiative.” Throughout her 2-and-a-half years at
the CFPB, Limon has worked in the Office of Director Richard Cordray, the Office of Mortgage Markets and the Office of Liquidity
Lending, focusing on mortgage and small dollar lending policy.
Prior to her work at the CFPB, she served various branches of the federal government including The White House and the Office
of U.S. Representative Xavier Becerra. Limon received her Bachelor of Arts degree from the University of California, Berkeley and
received a Master in Public Policy with an emphasis in economic policy from the Harvard Kennedy School of Government.

CFPB Regulations and Title Companies
John Hollenbeck is senior executive vice president of First American Title Insurance Company. In that capacity, Hollenbeck
provides corporate oversight of First American’s home office Underwriting Department and its agency strategies.
Hollenbeck has held various positions with First American over his 29-year career. He began his career with First American in 1980
working as a title searcher in the Riverside, Calif., office. In 1983, he moved to the Orange County title branch and served as a title
officer and production manager. In 1989, Hollenbeck moved to the home office in Santa Ana, Calif., and became assistant senior
underwriter. He was named senior underwriter in 1994, and in 1997, he took the newly created position of national title processes
director charged with improving efficiencies across all title operations. In 2004, Hollenbeck was named executive vice president of
First American Title Insurance Company.
A member of the American Land Title Association’s Board of Governors, Hollenbeck is chair of the Underwriters Section Executive
Committee.
Zachary Zaharek is employed by First American Financial Corporation. Currently, Zaharek is Division Vice President, Senior
Corporate Counsel, of First American’s Specialized Groups, which include real estate databases, home warranty, natural hazard
disclosures and accounting software units. Zaharek also assisted in developing First American India Legal Department which
currently employs eight attorneys in Bangalore, India.
Zaharek teaches Intellectual Property, Business and Contracts Drafting at local universities and is past president of the Southern
California Bar Association for In-House Counsel.
He received his B.S., from Santa Clara University; his M.B.A. from Santa Clara University Graduate School of Business and his J.D.
from Santa Clara University School of Law.
Zaharek is also a member of the Board of Directors of the Property Records Industry Association (PRIA), and a member of the
American Land Title Association and the California Land Title Association.
Impact of Fraud on the Consumer
Wayne S. Bell was appointed by Governor Jerry Brown to serve as Real Estate Commissioner for the State of California.
As Commissioner, Bell is the chief officer of the California Bureau of Real Estate (“CalBRE” or “Bureau”), which is in the California
Department of Consumer Affairs. CalBRE is the successor, effective as of July 1, 2013, to the former California Department of Real
Estate (“DRE” or “Department”).
Commissioner Bell oversees the licensing and regulation of more than 400,000 real estate agents, and certain mortgage loan
originators, enforces the California Real Estate Law and the statutory laws regarding the qualification of offerings for the initial
sale, lease or financing of new residential subdivision properties through the issuance of public reports, oversees the Vacation
Ownership and Time-Share Act, and is responsible for a staff of about 330 at CalBRE.
Since joining the DRE (now CalBRE), Bell has been actively engaged in collaborative and inter-governmental efforts to combat
foreclosure rescue, short sale and other varieties of real estate and mortgage fraud. In July 2013, U.S. District Court Judge Stephen
V. Wilson rejected federal constitutional challenges to the imposition of discipline against a licensee by Bell, as Commissioner,
through application of a State law (Senate Bill 94) which prohibits the collection of advance fees for loan modification services to a
contract that pre-dated the effective date of the statute.
Before beginning his work at the DRE, Bell was Director of Homeownership and later a Special Counsel at the California Housing
Finance Agency (“CalHFA”) from 2003 to 2006, and Deputy Secretary and General Counsel at the California Business, Transportation
and Housing (“BT&H”) Agency from 1999 to 2003.
Commissioner Bell is a magna cum laude, Phi Beta Kappa graduate of the University of California, Los Angeles (1976), where he
studied political science with an emphasis in public administration. He earned his juris doctor degree from Loyola Law School, Los
Angeles (1979), where he was a co-winner of the school’s Client Counseling Competition (1978), and the Chief Note and Comment
Editor of the Law Review from 1978 to 1979.

Joanna Mendelson is the California Investigative Researcher & Director of Special Projects with the Anti-Defamation League,
one of this country’s oldest civil rights organizations. She coordinates the law enforcement work of the ADL. Among her areas of
expertise, she monitors and analyzes the activities of organized hate groups and domestic terrorists, tracks emerging trends in
the hate world and identifies tattoos and symbols associated with extremist ideology. Ms. Mendelson also provides professional
training seminars on terrorism and extremism to federal, state and local agencies as well as prison, military and probation
personnel throughout the country.
She has been with the League since August 2000 and has previously served as an Assistant Director of the Southeast Region as
well as Investigative Researcher for the Southern Region, covering an 11 state territory. Ms. Mendelson assumed her current
national position in July 2004, which covers the State of California, including the Los Angeles, Orange County, San Diego, San
Francisco and Santa Barbara ADL regional offices.
Certified by the courts as an expert in the area of skinheads, neo-Nazis, Sovereign Citizens and general hate group activity,
Ms. Mendelson has been called upon as an expert witness in such cases. She has also been interviewed by local, national and
international media outlets, including Associated Press, National Public Radio, Los Angeles Times, Orange County Register and
Press Enterprise.
She is a graduate of the Federal Bureau of Investigations (FBI) Citizens’ Academy, served on both the FBI and California Highway
Patrol’s Advisory Committees, coordinated the ADL’s Sherwood Prize for Combating Hatred (2004-2009), spearheads the ADL’s
Law Enforcement Advisory Committee and is the coordinator for Peace Officer Standards Training for the ADL.
National Snapshot on Foreclosure/Mortgage/Lending Practices Legislation
Heather Morton is the program principal for Fiscal Affairs for the National Conference of State Legislatures (NCSL). She has been
with the NCSL 2000 and covers financial services, alcohol regulation and sales and medical liability issues. In addition to her
research responsibilities, she staffs NCSL’s Communications, Financial Services and Interstate Commerce Committees. She earned
her law degree from the University of Denver and earned her undergraduate degree in history and women’s studies from the
University of Colorado at Boulder.
Kammi Foote is the clerk/recorder and registrar of voters for Inyo Co., Calif., and an elected official. She currently serves as
co-chair of the Legislative Committees for the County Recorders Association of California (CRAC) and for the County Clerk’s
Division of the California Association of Clerks and Election Official (CACEO). Foote is also a member of the PRIA eNotary Work
Group. As an active member of these associations, she has testified before the California legislature and speaks at statewide
conferences. Prior to her career in public service, Foote worked in the real estate industry as a Title and Escrow professional, as
an independent contractor for a private appraisal firm and as City Planning Commissioner.
Prosecuting Property Fraud Cases
Peter W. Pierce is a native Californian, having received his primary and secondary education in both public and private schools
in San Bernardino and Los Angeles Counties. He graduated “with Distinction” from Stanford University in 1982. He is also a 1992
graduate of the University of Virginia School of Law.
He has been a career prosecutor with the Orange Co. District Attorney’s (OCDA) office since 1993. Since 2009, he has been
assigned as the senior DDA on the Real Estate and Mortgage Fraud Prosecution Team, White Collar Crime Unit, making him the
senior prosecutor on the OCDA team responsible for prosecutions of all felony-crimes involving real-estate and mortgage fraud,
to include: loan modification and re-finance fraud; false-recording, straw-buyer & identity-theft fraud; short-sale frauds; and realproperty investment fraud. He is personally prosecuting and/or has obtained convictions on more than two dozen highly complex
felony cases. His previous OCDA previous assignments have included Senior DDA in charge of the Orange County Auto Theft Task
Force (OCATT); the Special Assignments Unit, and the Career Criminal Unit. Pierce also served as a Law Clerk for Honorable Judge
Don Ivers, on the United States Court for Veterans’ Affairs, Washington, D.C. (1992-1993.)

Vance Welch is deputy district attorney for San Bernardino Co., Real Estate Fraud Prosecution. He his professional career with
Security Pacific Bank in their management training program and went on to work for various banks for 18 years doing loans in all
areas including agriculture, international and real estate.
He attended law school at night while working full time in banking with the single goal of becoming a district attorney. He has
been a DA for over 13 years prosecuting defendants involving all types of crimes including narcotics, theft, sexual assault, robbery,
murder and now financial crimes.
He was asked to join the Real Estate Fraud Unit because of financial background and has been in the Real Estate Fraud Prosecution
Unit for seven years. During that time, has filed felony charges against 158 defendants sending 139 real estate fraud criminals to
prison or jail.
Lance Cantos is deputy district attorney also for San Bernardino Co. He graduated from Loma Linda University with a degree in
accounting; prior to law school, and worked for the international accounting firm of Price Waterhouse as a tax consultant.
After graduation from law school, he clerked for the Honorable Judge Frances Tydingco-Gatewood, Superior Court of Guam and
then went on to work for the Guam Attorney General’s Office.
He joined the Guam Supreme Court during its creation and formative years, first as a research attorney assigned to the Chief
Justice of Guam. Later he was promoted to staff attorney of the Guam Supreme Court, supervising its legal staff and handling a
variety of court matters.
He joined the San Bernardino District Attorney’s Office upon returning to California and was initially assigned to the Appellate
Services Unit. He has been with the District Attorney’s Office for over 13 years working a variety of assignments including Real

Why Submitters Won’t eRecord - Removing the Barriers to eRecording
Karl Klessig is vice president of Corporation Service Company and president of its subsidiary Ingeo Systems, Inc., a leader in the
electronic recording of land title documentation. He has been the president and CEO of nine companies, and has served on the
Board of Directors of 14 companies and organizations. Klessig’s professional career has been focused on leading companies,
increasing their value and producing successful exit events. He has personally started and funded six companies, and has been
responsible for a number of business turnarounds, with particular emphasis on multi-national environments.
Klessig has been involved in the legislation related to recording and notarization of land title documents in 15 states and has
served on a number of state commissions. He has been an invited speaker throughout the U.S. and in Canada, Japan and Europe
on topics that include strategic partnering, market directions, technology evolution, business strategies and industry direction.
He has managed and led patent research and development activities in the fields of optics, cathode ray tube design and
electrophotography. Klessig has a Bachelor of Science degree in Physics and Mathematics from Illinois Institute of Technology,
and a Master of International Business Administration from West Coast University. Klessig is also on the Board of the Property

Randy Haupert has been the Director of eRecording services at Indecomm Global Services in St. Paul, Minn., since 2013. Haupet’s

He attended the University of Minn. Twin Cities where he received his degree in Business. Prior to joining Indecomm, Haupert

Jerry Lewallen is currently the president of eRecording Partners Network (ePN) and has been with them since 2010. He also
serves as Co-Chair of the PRIA eRecording Excellence Work Group and Co-Chair of the eRecording Best Practices Task Force. He
was a part of the eRecording industry when it first began over 15 years ago working for a county land records vendor. He was a
member of the Property Records Joint Industry Task Force that initially guided the eRecording process and eventually became
the Property Records Industry Association (PRIA). Lewallen has been a speaker at both the state and national level for recorder

Mark Ladd is the Director of Channel Sales for Simplifile, LLC, provider of the largest electronic recording network in the United

Earl Epstein was a Research Associate at Brookhaven National Laboratory form 1968-1970 where he studied chemical bonding
in organometallic compounds based on the precise geometry of molecules by single-crystal x-ray and neutron diffraction
techniques. He was an Assistant Professor of Physical Chemistry at Colorado State University from 1970-1973. The first course
he taught was on quantum mechanics for beginning graduate students in chemistry. He was a research associate at the Center
for Environmental Studies at the University of Wisconsin-Madison (now the Nelson Center) from 1974 -1978. During this time he
attended and graduated from law school. He worked as an attorney in the Environmental Affairs section of Wisconsin Power and
Light from 1978-1979.
In 1979-80, Dr. Epstein was a member of the U.S. National Research Council panel that prepared the NRC report “Need for a
Multipurpose Cadastre.”
In 1987 Dr. Epstein was on sabbatical leave in Washington D.C. with Charting and Geodetic Services (now with its reclaimed title
of Coast and Geodetic Survey) in the National Oceanic and Atmospheric Administration (NOAA) in the Department of Commerce.
At this time, the National Science Foundation planned a $15 million investment in an academic Center for Geographic Information
and Analysis (NCGIA).
Dr. Epstein became a Professor of Environment and Natural Resources at Ohio State where he served for 25 years. His research
continued to focus on the use of land records and the products of GIS in the law-based venues where land and resource use are
determined. In 2003 he was a senior Fulbright Fellow in the Center for Property Studies in the Law School at the University of New
Brunswick in Fredericton at the time that the Canadian Province of New Brunswick converted their land records system from one
based on deeds recordation, such as that which exists in most American jurisdictions, to one based on title registration.
Dr. Epstein became Professor Emeritus, School of Environment and Natural Resources at The Ohio State University in 2013.
GIS and Land Records Integration
Mark Monacelli serves as the St. Louis Co., Minn., Public Records and Property Valuation Director and has been employed with St.
Louis Co. since 1987. Monacelli served as president and chairman of the board of the Property Records Industry Association (PRIA)
from 2002 to 2007 and was the lead co-architect in developing and implementing a national strategy for the eRecording standard
setting process in alliance with the Mortgage Industry Standards Maintenance Organization (MISMO).
He authored the creation of the Property Records Education Partners (PREP) project which is a national network of government

Ryan Hunsicker is a supervising land surveyor at the County of San Bernardino Surveyor’s office. Hunsicker has worked for the
County of San Bernardino for the past 16 years where he has served as a deputy county surveyor in charge of final maps, road
right-of-way dedications, reviewing and preparing Local Agency Formation maps and legal descriptions, GIS and special
projects. He received his land surveying license in 2007 and has been certified by the GIS Certification Institute as a GIS
professional. Hunsicker serves as a board member for the California Land Surveying Association (CLSA) and is the GIS committee

with cadastral and surveying systems worldwide utilizing GIS technology. Esri technology is used worldwide for all components
of land administration systems including cadastre addressing, registration, taxation/valuation, planning and development.
Michael Pallamary is the president of Pallamary & Associates of La Jolla. He is a founding member of the Land Surveyors
Advisory Council on Technical Standards (www.lsacts.com) and a recognized expert on “Standard of Care” defenses and litigation
matters. He is the author of “The Curt Brown Chronicles,” along with “Lay of the Land” and the co-author of “Advanced Land
Descriptions” written with the late Paul Cuomo and the late Roy Minnick. He is also the co-author of “History of San Diego Land
Surveying Experiences” with the late Curtis M. Brown. Pallamary has extensive experience as an expert witness in local, regional
and federal courts testifying as to the preparation and interpretation of land survey maps along with the location of property lines
and boundary lines. He served as the principal coordinator for the California Land Surveyors Association when they became
involved in a landmark case involving Lot Line Adjustments. This case resulted in an important published appellate court decision.
Zackary Zaharek is employed by First American Financial Corporation. Currently, Zaharek is Division Vice President, Senior
Corporate Counsel, of First American’s Specialized Groups, which include real estate databases, home warranty, natural hazard
disclosures and accounting software units. Zaharek also assisted in developing First American India Legal Department which
currently employs eight attorneys in Bangalore, India.
Zaharek teaches Intellectual Property, Business and Contracts Drafting at local universities and is past president of the Southern
California Bar Association for In-House Counsel.

Diana Bradrick became the chief deputy auditor for Whatcom Co., Wash., on October 5, 2012. Previously she was the department
administrator for the Island Co. auditor, assistant assessor/recorder/clerk in San Diego Co., manager of cartography and records at
Washington Co., Ore., deputy state archivist for the State of Washington and the recording manager at Snohomish Co. She holds
an MBA from Portland State University.
Richard Maughan was first elected as Davis County Recorder in 2002. He recently won a fourth consecutive term which will
begin in January 2015. Prior to his entry into the public service arena, he was involved in his family owned title and abstract
business, for 31 years, retiring as president and CEO after serving in that capacity for 18 years following his father’s passing. He

Vice President. He maintains an active Utah Title Insurance Producer’s license, and has been a Utah Registered Abstracter since

Vicki Kozikoujekian is a principal deputy county counsel with the Los Angeles County Counsel’s office. She has practiced public

Kim LeGate has worked at the Davidson Country Register of Deeds office since 1985. She began indexing documents, then
recorded documents and eventually served as the team leader in the Recording Department. A graduate of the Metropolitan

LeGate is also active in national organizations. She is a board member of the Property Records Industry Association. She also

Kirkland College. She has 38 years of experience maintaining the land records for Allegan County and 26 years of experience

Prior to being elected register of deeds in 1976, Watts taught junior and senior high school classes in the Ann Arbor public school
