150 anni - Eccellenze Italiane
Possono risultare preziose per suscitare le I feel I should acknowledge all of those who have heeded the call to celebrate these 150 years of Italian unity: all of the citizens I have encountered and that have sent me messages expressing their sincere sentiments and thoughts…thank you all. Common to all is the satisfaction felt as a result of this mobilization of initiatives and contributions …as well as that of the relaunch of our symbols, our tri-coloured flag, Mameli’s national anthem and the melodies of the Risorgimento, which have never before been so diffuse and widespread. The conviction driving us is, therefore, widely understood and shared: the memory of the events which led to the birth of the unified national state and the reflections on the long path subsequently completed could prove valuable in the difficult moment which Italy is passing through, in an era of profound and unrelenting changes to the global reality. Nelle giovani generazioni ci sono riserve magnifiche di energia, di talento, di volontà responses that are most needed: pride and trust, critical awareness of the problems still unresolved and the new challenges to face, a sense of mission and national unity. It is in this spirit that the celebration of the Sesquicentennial has been conceived. Above all, pride and trust. We mustn’t be afraid of drawing this lesson from the events of the Risorgimento! We mustn’t allow ourselves to be paralyzed by the horrors of rhetoric: trusting in the radiant evidence of facts is sufficient to avoid this. Italian unification is representative of an extraordinary historical undertaking, owing to the conditions under which it unfolded, the characteristics and significance it assumed, the success it achieved, exceeding many people’s expectations and rewarding the most audacious of hopes. From the “cycloptic task” of unification, which laid the foundations of our national market as well as modern economic and civil development, we can understand in what way we constitute ourselves as a State, we can derive pride from that which C’è una cosa che non ci possiamo permettere: correre il rischio che i giovani si scoraggino, non vedano la possibilità di realizzarsi… nel nostro Paese was born and began to take shape 150 years ago, trust in the traditions that we, as Italians, possess; and at the same time, we can derive full critical awareness of the problems that Italy must reckon with now and in the future. [Throughout all of the perilous and difficult trials we have had to overcome] a strong unifying bond has been at work and has brought triumph, which would have been inconceivable without a shared national identity. Determining features of our Italian identity are our language and culture, our historic-artistic and historic-natural heritage: they should never be forgotten, therein lies possibly the main secret of people’s attraction to and fondness for Italy throughout the world. And I am referring to expressions of Italian culture and art from recent times as well: suffice to mention the revival on various continents of our great and distinctive musical tradition, or the contribution of the best of Italian cinema to the representation of reality and the transmission of the image of our country everywhere. The celebration of the Sesquicentennial is valuable in order to spread and deepen a sense of mission and national unity amongst Italians: this becomes all the more necessary when looking at the world around us with greater clarity, with its promises of a brighter and more just future as well as its many uncertainties, even those mysterious and terrible uncertainties that nature reserves for us. We will withstand – amidst this vast open sea – the trials that await us, as we have at crucial moments in the past, because still today we have great reserves of human and moral resources at our disposal. However, we will succeed in this only on one condition: that the strong unifying bond of national unity operates once more, without being eroded and dissipated by blind partisanry and a widespread loss of the sense of limits and responsibility. I do not know when and how it will happen. I trust that it will happen. We must all deeply convince ourselves that this has now become the condition for our common salvation, our common progress. His was an “Invectiva”, an argument against those who, in France, were defending the transfer of the Papal seat to Avignon, denying Italy of its title, due to the divisions and the perception of general civil and cultural backwardness. Petrarca’s was not a nationalistic defence (which would have had no sense), but rather a reflection on the deep roots of Europe, as well as those of Italy. His defence of Rome stemmed above all from its being the capital of “law”, to be understood as how to act “secundum virtutem”, meaning acting according to a just balance between “fortitude” and “iustitiam”, that is between strength and reason. It remains to be verified whether there is still value and any kind of actuality in this heritage. In order to avoid the risk of a partisan interpretation, however, we have chosen to follow the guiding train of thought set out in a highly interesting book of Rémi Brague, dean of the French research on ancient and medieval philosophy . Through the mediation of Brague it is possible for Petrarca’s speech on political “prudential” to be placed at the heart of the most recent debate about the cultural roots of Europe. This subject Above, “Quadriga”, bronze work by Ettore Ximenes, 1907, Palazzo di Giustizia, Roma © Stefano Valmaggi 7 “Cicerone denuncia Catilina”, fresco by Cesare Maccari, Palazzo Madama, Roma © 2011 Archivio fotografico, Senato della Repubblica dell’Europa. Un caso di scuola di “fusione di orizzonti” (come avrebbe detto nel ‘900 Gadamer): l’orientale cristianesimo influenza Roma (tanto che Paolo si converte), ma Below, Detail from the “Tavola Peutingeriana”, Hofbibliothek, Vienna, Austria Il Cristianesimo nacque in Oriente, influenzò la cultura romana, ma fu grazie a Roma che riuscì a diventare “universale” is undoubtedly one which is eternally under discussion, but in the last few years there has there has been growing interest in this area for many different reasons: from the enlargement of the European Union, to the question of immigration from the southern part of the world, as well as the problems of global terrorism and therefore intercultural and inter-religious confrontation. Brague is able to look at the problems of identity as it is generally understood without putting it into an ideological, or self-referential and unilateral setting. Since, as Petrarca had already shown (starting from his classical references: Cicerone, Seneca, Varrone), the roots of western culture are in mediation, relativity, awareness of the limit, in “phrónesis”, in “prudential”. Of course there were always wars, both in the ancient Greek world as well as that of the Romans, in the European world and that of Asia, but the most significant element is that of the affirmation of the search for new ways of co-existing and integration. The Mediterranean was one of the focal points of this cultural and economic exchange and therefore of the development of a cultural element, of a distinctive behaviour towards life and politics. A case in point is that of the Roman (though of Greek culture and language) Paolo di Tarso who, from the small sect which Christianity of solo grazie a Roma il cristianesimo poté farsi qualcosa di “universale”. La diffidenza verso la Chiesa cattolica, appunto “romana”, da parte di protestanti e anglicani; ma altresì quella dei vari stati nazionali contro il “centralismo” della tradizione imperiale Hebrew-Messianic origins was at the time, was able to create a “universal” religion (the word “Catholic” meaning universal) which was not linked to a single “chosen people”. An interesting example of “fusion of horizons” (as Gadamer would say in the 1900’s): oriental Christianity influences Rome (so much so that Paolo converts), but it is only thanks to Rome that Christianity was able to become something “universal”. This Latin behaviour, which Petrarca had revived at the brink of modernity, Brague re-evaluates today, in the heart of our late or post-modern period. The French scholar is very clear: “Europe is essentially Roman”, as in the best of its traditions it has learnt that its relationship with “others” is indispensable in order for it to be what it is. Naturally the French intellectual is well aware of the centuries old European wariness of Rome and “Romanity”. The wariness towards the Catholic Church, the “Roman” church, on the part of Protestants and Anglicans; but also that of the various national states against the “centralism” of the Roman imperial tradition towards a population considered to be uncouth, warlike, invaders, imperialist, etc. And then, it is said, what did the Romans invent? They “copied” virtually everything from the Greeks - except, perhaps, the law. At most, the Romans transmitted and diffused the Greek heritage. However, it is this merit itself which attracts the attention of Brague, who writes: “the structure of 9 9 romana, verso un popolo considerato rozzo, guerriero, invasore, imperialista, ecc. I Romani romanizzavano i barbari. Per questo è importante insistere sull’origine romana dell’Europa the transmission of a content which is not our own; that is where the real and true content can be found. The Romans did nothing but transmit, but that is no small achievement”. In other words, the Romans “accepted to put themselves after the Greeks and after the Jews”, in practice “they accepted to take on themselves that which I will call secondarity”. “Secondarity” means this: the Romans were not presumptuous. They did not presume they were superior like some fixed, static, identical element. The Roman is “open to the world”, is “one who, looking forwards, forgets what is behind them”. One who “relativises” his own being (the opposite of every “presumption”); in order to define “itself”, it needs the “other”. The Roman cultural space is a “relationship”, not an “objective situation”. For this reason it is so important to emphasize the Roman origins of Europe and not purely those of the Greeks, despite the greater prestige associated with these. The Greeks had the pride in their unique, absolute origins, considering the rest of the world as “barbarous”. The Romans “romanised” the barbarians. It is not by chance that according to popular legend the founders of Rome were the twins Romulus and Remus, found without a father and suckled by no less than a she-wolf - the most uncouth and savage origins - (not to mention the double senses of the word “lupanare”, alluding to brothels, which the Romans understood perfectly). After all, even according to the most sophisticated genealogies the Romans were descendents of the Trojans, of Aeneas who escaped from Troy after the destruction of the city. It should be noted well: they were not descendents of conquerors, but of the conquered. Brague highlights the old-new dialectic explicitly in the works of Virgilio: “to be Roman means to experience the ancient as new and as that which is renewed through its replanting in new lands”. Brague does not know it, but this is exactly that which Petrarca had said in the distant 1373, when, citing the Aeneid, he wrote: “Rome was Om the left, Detail from the “Tavola Peutingeriana”, Hofbibliothek, Vienna, Austria “Concilio di Nicea”, byzantine fresco picturing the bishop St. Nicholas, church of Saint Nicholas, Myra (present-day Demre), Turkey 12 dall’opera di Virgilio: “Essere romano significa fare l’esperienza dell’antico come nuovo e come ciò che si rinnova attraverso il suo trapianto in un suolo nuovo”. An Italian and a Tuscan”. The arrival of the Trojans in Italy was in reality a “return”. For Petrarca the new is never absolutely new, nor is the old definitively past. But if this is the most distinctive characteristic of Europe, what of its much cited “Jewish-Christian origins”? Brague does not deny the originality of these, but makes it clear that we are dealing with a Roman originality, thus rich in the culture of mediation and, of course, of “secondarity”. “Secondary originality”, never absolute, nor fundamentalist. Certainly, the risk of an ideological relapse is always present, so how is it possible to avoid the ever-looming “clash of civilisations and religions?”. Precisely by going back to “Romanity”, i.e. mediation. Consider the critical theme today concerning the relationship between Europe and Islam. Islam undoubtedly knows and recognises the importance both of the Old Testament (in the figure of Adam, Abraham, Moses etc.) and the New (most importantly in the recognition of the importance of the figure of Jesus), even though it does not take them as fundamental sources to simply re-elaborate. In other words, “Islam refutes the authenticity of documents on which Judaism and Christianity were founded”, maintaining that these are superseded by the absolute novelty of the Koran; as a consequence the primary nature of Judaism is not accepted (and therefore the Old Testament), which instead is recognised by the mature Christianity of Paolo Tarsi. However, the Muslim world has long been in dialogue with the western world: “the Muslim conquerors, who, having left from Arabia, headed up towards Syria and Mesopotamia, found themselves in a Hellenized world”, which had to be introjected, metabolised, “translated”. There is a “secondarity” in Islam, which should be put into discussion alongside that of Christianity and Judaism. The roads of “secondarity” are effectively infinite. The “circulation of ideas”, before being a moral option, is the very truth of being, of humanity. In this sense “to say we are Roman is entirely the contrary of identifying ourselves with a prestigious ancestor. It is a divestiture, not a claim”; or better: the “claim” to “divestiture” as the presupposition for every secular and authentically modern identity. Brague also puts it another way: what is distinctive Essere romano significa fare l’esperienza dell’antico come di ciò che si rinnova attraverso il proprio “trapianto” in un suolo “nuovo” 13 “Veduta del Colosseo”, inaugurated by Titus in 80 B.C. © Costanza Sciubba Caniglia about the European approach to the truth is “the appropriation of that which is perceived as foreign”, the introjection of the other. Europe is what it is only thanks to the other, to its ability to relate to this, to modify it whilst at the same time making it modify itself. Brague calls “eccentric identity” this “awareness which Europe has of its origins outside of itself”. Europe, therefore, does not have “roots” in the sense that the fundamentalists in our country refer to, it is not an immovable lighthouse in the midst of the waves of a planetary “Kulturkampf”. Europe is a root and a lighthouse which is “in movement”, “it is none other than a constant movement of self-Europeanisation”, and Europe not “is”, but “becomes” European. Details from the painting “Seven Virtues”, Francesco Pesellino, around 1450, Birmingham Museum of Art, Alabama, U.S.A. Europe, repeats Brague, is based on the “Roman” paradigm. Out of which comes the argument against the ideological interpretations of Eric Vogelin, which reduce modernity to an anonymous “uni-linear temporal order”, and oppose it to an abstract “unease”. Brague proposes a different idea of modernity, which does not exorcise the negative or the past in the name of “progress”, but rather considers them a “permanent foundation” for every historical development. Two alternative ideas of modernity, where only that which follows the lead of Petrarca has a classical root in its real sense. Classical and “critical”, where the interest in the other is not simple curiousity for the exotic or ambiguous tolerance, but above all self-criticism, putting into question one’s own certainties, an opportunity or “possibility for the European conscience to distance itself from itself”. Criticise and self-criticise. Only in this way can Europe avoid reducing itself to a simple “area of free exchange” or, as Paul Valéry said, a “little promontory on the Asian continent”. From which stems the actuality of Petrarca who concludes his text by showing the “vis celeste”, the superior strength which transcends human miseries, mediocre identities and “small countries”, pushing all to understand, to learn and to better themselves. Così è stato anche per il nostro cinema, mutato ITALIAN CINEMATOGRAPHIC LAWYER 17 O ver the course of the decades, modern fairytales told on the big screen have allowed people all over the world, from every culture and belief, to dream, to live a new life alongside the characters and to fantasize. Populations united by one single love, found themselves seated in the movie theatre, side by side. This was a miracle in which Italy played a leading role. Italy was, in fact, the birthplace of some of the greatest directors, actors and professionals in the sector and through their stories some realistic, some more colourful and imaginative - has contributed to making an international audience dream and reflect, making the dark and depressing years such as those after World War 2 more bearable. The escapism, the reflection, and the dream of new possible futures, even in countries which had been destroyed: this was the power/duty of the VII art. Often - too often in those years -scandal was cried, pushed by the fear of the relentless and numerous changes that were snaking their way into the heart of society. But time moves on relentlessly, sweeping away and transforming all that it meets along its path. So it has been also for our cinema, transformed in its techniques and means, but always animated by people who love life and have many stories to tell and emotions to offer us. And it was in the name of this great passion that Gianni Massaro, over the course of his long and shining career, fought always to obtain the best result for the sector, not only in Italy, but also at European level. An expert and as such qualified not only in the community framework but also for four different national Italian governments, Massaro was also President of the Anica (National Association for Cinematographic and Audiovisual Industries) and presided over Eurimages, the Institutional Fund of the European Council for the audiovisual sector. It was during those years that, thanks to a careful policy also aimed at the Members of the European Union, a battle was started against piracy, a plague that weighs heavily over the sector and is still today very difficult to eradicate. The strategy he created in order to defend Authors' rights even and above all in this era of new technologies, culminated in the realization and signing of the "P@tto" (pact) of Sanremo, of which Massaro was an active promoter, participating in person in the drafting of the text that would, subsequently, become law. This "P@tto" has involved the biggest companies and entrepreneurs in the sector in the battle, one reason for which the Lawyer himself was also one of the signatories. The law against the systematic and indiscriminate exchange of files present on the Internet, has allowed for a significant crackdown on a fundamental but still too under-regulated area. A sector as important as that of the cinema, must be included amongst the Italian Excellences. Even though it is a sector in difficulty and lacking funds, none will ever be able to thwart the passion of those who, for years, have worked to realize that which Sciltian called "the eternal illusion". Poster of the film “Once upon a time in America” Our technicians - the best in the world - are still acclaimed, admired and imitated today. So much so that in the 1950's the stars of American cinema, on seeing the amazing product created in the studios of Cinecittà, decided to move to our capital, giving rise to "Hollywood on the Tiber". It was in fact after this golden era that Italian directors inaugurated a new way of making, living and recounting the cinema, a new direction made up of a series of revolutionary, nonconformist and provocative works which raised the cries and the reactions, at times out of proportion, of the censors. In a moment in which not only the artistic genius of people of the calibre of Federico Fellini, Marco Ferreri and Pier Paolo Pasolini was still unrecognized, but not even fully understood, the Lawyer of the cinema, Gianni Massaro, with his fierce battles against the censors, prevented films from dying within the walls of the judicial halls, enabling them to reach the general public. Therefore, despite the battles waged by the more conservative movements or the still rigid institutions, Massaro, with his scenographic haranguing, allowed films to be shown at the cinema instead of being thrown on the fire and 19 Alessandro Sassoli IL PROGETTO ITALIANO DELLA MONETA “The world in a coin”, il mondo in una moneta. nire nazioni e continenti diversi attraverso una valuta potrebbe sembrare ai più un progetto utopistico, una chimera difficile da afferrare. Right, the obverse face. The coin was designed by Laura Cretara - author, amongst other works, of the Vitruvian man which is seen on the Italian one euro coin - and by Luc Lucyx, creator of the common face of the euro. THE ITALIAN PROJECT FOR A GLOBAL CURRENCY “The world in a coin”. U niting different nations and continents through a currency could seem to most to be a utopian project, a pipe-dream unlikely to come about. But it is not. Despite the fact that thousands of years have passed since the idea of a single currency which could be used all over the world as it was known at the time, obviously - was first proposed, some important steps forward have been taken: consider the euro, the single currency of the European Union which is being adopted by more and more states of the old continent. In the light of these steps forward, the motto “the world in a coin” becomes an inevitable necessity, as well as an economic, social and human challenge. The world cannot, now that is it so globalised through internet, satellites and transport, remain divided by its almost 220 different currencies. In order to unite it, the younger generation above all, the protagonists of the future and possible users of this currency, have been called upon through an international competition that involves around a thousand schools around the world - to come up with a name and a symbol for the new virtual currency. In my project the currency again takes on the basic principle that has distinguished it for thousands of years - that of facilitating and codifying trade and social exchanges, becoming also a form of pure communication between populations, of ideas and ideals, of information and culture. The encouragement to embark along this path was given to me by Arthur Schlesinger Jr. , twice winner of the Pulizer prize and above all trusted advisor to US president John Fitzgerald Kennedy. His decisive contribution helped in the drawing up of the ten fundamental articles which still make up an ideal Manifesto in which the motivation, aims and objectives of the whole project are set out, as 22 The title page of the “Alitinonfo” (“the real light”), published in 1582. In this publication Gasparo Scaruffi, the famous Italian economist, analyses the difficulties linked to the existence of a plurality of coins with varying gold content. He proposes a monetary reform based on the adoption of a single universal currency of which all others should be multiples or submultiples. outlined on the website www.futureworldcurrency. com. At the G8 and G20 summits the heads of state were able to see and touch this future currency which is waiting to embrace the world. It was in L’Aquila itself that the Russian President Dmitrji Medvedev spontaneously presented the currency with words of appreciation during the press conference, sparking the attention of the whole world. Unify the planet in one single currency, under the motto “Unity in diversity”. A currency unification project that could ensure stability in exchanges, but above all an ideal, peaceful unity. The aim being to create something new, opposing all resistance, clichés and the interests of those who in the global economy speculate on diversity itself. The “United Future World Currency” (UFWC) is the Esperanto of currencies; no hegemony of one power, or of one culture, or one race, but a sense of planetary community between countries. For deep down, real evolution is measured in the way in which ideas are presented. Ancient history tells of countless examples of currencies which circulated outside their national boundaries and in some cases, over continents. Currencies which acted as globalisers have already circulated in previous centuries, thanks to the power and the fame of the great leaders they portrayed. The tetradrachms of Alexander Magnus (Alexander the Great) were the first coins widely-used and accepted not only inside his vast empire, but also outside of it and they continued to circulate for more than a century after his death. The same can be said of the Roman dinarii of Julius Caesar, of Carolus Magnus (Charles the Great) and then of Napoleon. The problem was that these coins represented a power, a culture 23 di nuovo opponendosi a resistenze, luoghi comuni, interessi di chi nell’economia mondiale specula proprio sulle diversità. 24 and therefore a dominium. The first real attempt of unification was the “Latin Monetary Union”, “the grandmother of the euro”, in which, according to the convention of the 23 December 1865, currencies from different states had the same weight, the same standards and therefore the same value. However, already in 1582 another Italian, Gasparo Scaruffi, from Reggio Emilia, foretells of a global currency in his book “L’Alitinonfo”, which “ introduces the world to a single currency”. Then came the euro, the demonstration that different populations and cultures can adopt the same currency and through this feel part of a community, as this currency is not seen as that of a winner, or a dominator, but essentially as a courageous impulse to unify Europe. I also have another dream waiting to be realised: that of carrying out an important experiment on the occasion of the Milan World Expo in 2015. On this occasion - which is unique for Italy - more than 20 million visitors will be able to touch the first examples of the future single currency with their own hands, just as President Medvedev did at the G8, inside the exposition area. This could also represent a further motivation to visit the Milan Expo. At that time the global currency will have a name and will be presented in all its avant-garde technology. The project for the single currency, presented for the first time in 1996, has already sparked the attention of many countries. Amongst these are: Italy (where the initiative began), Germany, Belgium, Russia, Japan, China and England. In fact, England has the most active mint and has coined two examples of the currency projected and designed by Laura Cretara and the Belgian Luc Lucyx: one coin with the number “1” on the face, repeated and overlapping five times, representing the five continents, and another coin on which there is a “2”, made out of recycled silver. And this - Sandro Sassoli, the creator of the project assures us - will not be the only example of the “eco-coin”. The various countries have adhered to the initiative for two reasons: on one hand out of technological necessity, so as to improve anti-counterfeiting techniques; on the other, to help both their own citizens and other states to understand that the project is not so utopian. The list of countries who want to join the initiative as soon as they can, is, in fact, long. Amongst these are Spain and Andorra. At the moment, none of these coins is in circulation, but the idea is to use them on the occasion of the Milan Expo in 2015 as a single currency of exchange inside the pavilions. 25 At the top, the poster for the project “The world in a coin”
